USAID Office Of The Executive Secretariat Program Manager

The USAID Office of the Executive Secretariat (ES) is the central coordination hub for the Office of the Administrator, managing internal communications and external liaison with the White House, National Security Council, State Department, and other federal agencies. This position provides senior-level advice and leadership for strategic administrative, human resources, and program support functions that ensure efficient operations and high-level coordination.

Reporting to the Office of the Administrator and working closely with the Deputy Executive Secretary for Operations, the Program Manager advises on procurement, personnel, communications, and administrative policies. Oversees the Executive Secretariat Liaison Team to ensure accurate, timely executive correspondence, serves as senior liaison for leadership communications, and supports the daily operations of the Administrator and Deputy Administrator.

Work Type: Full-time/On-site
Salary Range: $155,700.00 - $194,802.52 annually (starting salary determined based on candidate's knowledge, skills, experience, and education)
Clearance: Ability to obtain a Secret clearance; Active Secret clearance preferred.

Responsibilities

Key Duties

  • Administrative & Operational Leadership: Provides senior-level advice on program planning, evaluation, and process improvement initiatives; propose policies, control systems, and reporting mechanisms; coordinate cross-unit responsibilities.
  • Human Resources Management: Support hiring, evaluations, grievance resolution, professional development, and workforce planning; promote equal opportunity practices.
  • Program & Correspondence Integration: Direct established executive correspondence processes, briefing materials, and assignment tracking; review manuals and policy documents; advise on procurement operations and fiscal planning.
  • Budget & Financial Oversight: Advise on budget development, allocations, and expenditure monitoring; assess financial impacts of organizational changes; ensure compliance with OMB, Treasury, and Congressional guidance.
  • Project Coordination: In coordination with a federal government counterpart, oversee office moves, IT access, travel logistics, procurement, security clearances, and compliance with internal controls.

  • Support may be needed outside core hours.
  • On-site work required.
  • Telework may be possible depending on government needs.
  • Travel may be required.

Qualifications

  • Master's degree and/or 15 years relevant experience.
  • U.S. citizen eligible for Secret clearance.
  • Proficiency in Google Apps & MS Office Suite.
  • Strong skills in program management, budget oversight, procurement, HR management, correspondence systems, and document management.
  • Ability to work independently in a fast-paced, high-pressure environment with shifting priorities.
  • Excellent organizational, oral/written communication, and diplomatic liaison skills.
