Flight Engineer (Instructor)

This is a National Guard Title 32 Excepted Service position. This National Guard position is for a Flight Engineer (Instructor), and is part of the WY 153d Operations Support Squadron, Wyoming Air National Guard. This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required. Responsibilities include performing aircrew duties as an instructor flight engineer for the C-130 aircraft, administering, scheduling, and conducting flight and ground training for flight engineers, and performing staff support duties.

Key requirements include being open to current active-duty Air Force, Air Force Reserves, and other states' Air National Guard members. Must submit vMPF Rip, DVR, or CDB with resume and become a military member of the Wyoming Air Nat'l Guard before appointment. May be required to successfully complete a two-year trial period. Federal employment suitability is determined by a background investigation. Recruitment/Relocation Incentive may be authorized, if eligible. Subject to funding and TAG approval. PCS costs are not authorized. Must be willing to relocate at own expense if selected.

Employment conditions note that technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position will terminate these military incentives. Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS). Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).

Required to travel in military and/or commercial aircraft to perform temporary duty assignments. Must maintain instructor qualification and remain proficient in the principles of instruction. Must attain/maintain mission ready status for the crew qualification level in the assigned aircraft. Exposed to hazards associated with aircraft flights including but not limited to: gravity forces, working in strained or cramped positions as well as exposure to inclement weather during ground ops, climbing, kneeling, and bending. May perform maintenance or act as crew chief in the accomplishment of maintenance when away from home station. Required to maintain proficiency and currency in the use of small arms. May be required to carry and use a concealed weapon while performing aircrew duties. Required to complete an annual flight physical and maintain currency of the required immunizations. Require a clearance based on security access requirement.

Areas of consideration include all permanent and indefinite Wyoming National Guard (NG) WY ANG employees assigned to 153 OSS, all permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard, all current military members of the Wyoming Air National Guard, and current military service members to include the US Air Force, Air Force Reserves, and other states' Air National Guard units. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position.

Type of appointment is permanent, tenure is Group 1 or 2, work schedule is Monday - Friday, 7:00 am - 4:30 pm, FLSA is Exempt, and telework is situational on a case-by-case basis. Technician position number is 0857050. Selecting official is CMSgt Bryan Beyer. Military grade range is E4/SrA to E8/SMSgt. Enlisted applicant's military grade cannot exceed the maximum military grade authorized. Over-grade applicants must provide a written demotion statement of understanding with application, willingness to be administratively reduced in grade if selected for this position.

Minimum requirements include experience with aircraft weight and balance computations, aircraft performance data, aircraft records maintenance, and aircraft systems. Specialized experience includes experience with electrical, communication, navigation, mechanical, hydraulic, and pneumatic systems applying to aircraft and related systems; flight theory; minor in-flight maintenance; personal equipment and oxygen use; aircraft emergency procedures; and using and interpreting diagrams, schematics, aircraft performance charts, loading charts, technical publications, and flight manuals.

GS-9 Qualification Entry Requirements include meeting AFSC 1A1X2L, Mobile Force Aviation ASVAB requirements. GS-10 Qualification Requirements include being certified as a Flight Engineer (Instructor) and including completion certificate with application. Applicants must provide dates and hours worked per week with description of specialized experience on the resume.

Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement. Compatible military assignments include possessing AFSC 1A132L, Mobility Force Aviator or higher. Must possess a valid state's driver's license.
