Strategic Leadership And Vision For War's Integrated Technical Sectors (40%)

  • Provide exceptional strategic leadership, direction and management for WAR's technical team focusing on best-in-class integrated programming design and technical implementation.
  • In collaboration with Strategy Program Quality and Impact Director and Resources Development Director, lead and drive integration of funding across private and public funding streams.
  • Engage in strategic leadership decisions aimed at aligning WAR's work with the new partnership initiatives (Sponsorship Foundational Package, Our Impact Our Story and the related DMEAL processes)
  • Maintain strong linkages with Global Center Technical Resources (GPR) team to ensure WAR and Field Offices (FOs) systematically rollout sector roadmaps.
  • Promote agility and simplification efforts among regional teams for seamless integration and collaboration, creating a silo-free, cross-functional communication and interaction.
  • Engage and support SOs in regional investment allocation decisions for technical sectors and define resource needs in collaboration with the Global GPR lead and the SPQI.
  • Ensure that support to National Offices is coordinated and included in the Organizational Capacity Building Plans (OCP).
  • Provide thought leadership and support regional technical advisors achieve the same in their respective areas of expertise both within and outside World Vision.
  • Develops WV brand and reputation through quality programming, evidence of impact, policy and advocacy-related work in collaboration with Regional Advocacy, Regional Comms and SPQI.
  • Contribute in the development of sectoral policy and guidance in alignment with Partnership strategy.
  • Lead innovations and research initiatives in multi-sector programming.

Technical Quality And Support (20%)

  • Technical leadership to an empowered sectors technical teams that promote collaborative work across all regional sector functions and field offices integrated programs.
  • Provide leadership in the technical design and the effective implementation of projects across all WVI funding streams.
  • Lead the sector technical advisors' team in implementing sector roadmaps ensuring alignment with strategic objectives and donor priorities.
  • Ensure WAR Disaster Management Team working in humanitarian contexts has access to multi sectorial technical resources, available to support rapid and sustained humanitarian emergencies as needed.
  • Ensure appropriate external representation of the technical sector teams in external meetings, events and forums in collaboration with the regional external engagement priorities including the donor community, partner agencies and academia.
  • Ensure the capacity and impact of WAR are expressed through technical briefs, technical notes, fact sheets and capacity statements to promote external engagement efforts and donor positioning.

Resource Development (Prepositioning Work, Programs Development & Grants Management) (15%)

  • In collaboration with the regional Resources Development team, sustainably grow an innovative portfolio through new business development including grants, contracts, and strategic partnerships.
  • Technically back-stop grant acquisition and strengthen and track GAM acquisition rates for grants and mainstream the departments across grant-funded programming in the region.
  • Support prepositioning and donor engagement as regional lead and where necessary participate in regional networks raising the profile of World Vision.
  • Establish networks and alliances with external partners (research institutions, universities, other NGOs, etc) for the purpose of enhancing program quality.
  • Work with FOs and SOs to develop a sustainable pipeline of grants,
  • Work with Regional Resource Development & National Offices to maintain strong donor relationships at regional level, developing sector engagement strategies for each donor or a group of donors
  • Provide technical support to Regional Resource Development Unit and in NOs during prepositioning meetings with bilateral, multilaterals, foundations and Public Private Partners
  • Monitor the donor competitive landscape; provide support and guidance to NOs in development of capacity statements aligned to Technical Approaches (TAs) and Integrated Programs Framework (IPF) to be utilized during prepositioning meetings with donors.

Strengthening Staff Capacity (10%)

  • Support the technical sector teams to build the capacity of field offices staff through the development of elaborate capacity-building plans, regular coaching, honest and timely feedback, and field monitoring.
  • Collaborate with SPQI to promote action learning across WAR portfolio, directly with the field offices and existing communities of practice.
  • Provide support to the resource development leads to build capacity in proposal development and project design.
  • Oversee the development of appropriate capacity building plans for technical specialists.
  • Support the WAR people learning and growth team to promote the desired attitudes and behaviors required for building a culture of high performance across the region.

Effective Coordination (10%)

  • Coordinate regional multi-sector meetings to foster integration.
  • Coordinate field offices Integrated Programs Directors/Operations Directors forum to drive meaningful integration of the partnership ministry areas at the field level.
  • In collaboration with GC and SOs provide leadership in organizing specific regional or global internal forums e.g WASH, ESCA, FS&L, etc with the support of the regional technical advisors.
  • Lead quarterly RO/FO engagement meetings
  • Mobilize technical expertise across the region, ensuring effective knowledge management, learning and continuous improvement of programming in the region.
  • Collaborate with regional Disaster management/HEA to monitor situations and make recommendations for technical sector activities in emergencies or related actions
  • Collaborate with key regional entities on defined collaboration matrix and joint projects
  • Participate in Regional disaster management team (RDMT) and support NO technical teams' participation in National disaster management teams (NDMTs)
  • Collaborate with HEA for joint actions in early warning, emergency preparedness and response.

General Responsibilities (5%)

  • Contribute and support activities that enrich and develop mutual growth in a way that promotes holistic and integrated witness in our life and work and impacts the poor and vulnerable.
  • Perform any other tasks assigned by the supervisor.

Required Education, Training, License, Registration, And/Or Certification

  • Advanced University degree (PhD or MA/MSc) Water or Civil Engineering, Environmental Management, Climate Change, Natural Resource Management, Resource economics or other related disciplines with at least 10 years of relevant experience in a developing country environment.
  • Preferred technical qualification in one of the West Africa region's core technical sectors; WASH, ESCA, Health & Nutrition, Food Security & Resilience, Faith and Development.
  • Hostile Environment & Awareness Training (HEAT) or Security Training

Required Professional Experience

  • A minimum of 15 years' experience developing, leading, and managing complex, large-scale WASH and Environment and Climate Change initiatives.
  • Demonstrated experience in leading senior multi-sector teams in WASH & ESCA, Food Security & Livelihoods, Health & Nutrition etc.
  • Demonstrated ability to mobilize stakeholders into partnerships and alliances, lead and facilitate collaborative processes.
  • Knowledge on international technical standards across WAR's core technical sectors.
  • Experience in working with faith organizations, faith actors and faith-related issues in development
  • Experience of HEA and fragile contexts.
  • Recent and extensive experience living and working in sub-Saharan Africa.
  • Effective in written and verbal communication in French and English. Additional languages representative of the countries WV serves in an advantage.
  • Fluent in both French and English
