Are you an experienced logistician and security expert? WUSC is currently looking for an Operations, Logistics and Security Officer to help develop and implement safety and security protocols, as well as oversee daily operations and movements of staff and volunteers in South Sudan.

Background

WUSC is a Canadian global development organization working to catalyze positive education and economic outcomes for young people. We bring together and collaborate with a diverse network of partners (including students, volunteers, schools, governments, not-for-profits, and businesses) who share this mission. Together, we influence systems change, and foster inclusive, youth-centered solutions that enable young people to thrive and belong. We work with all young people, with a focus on women and displaced populations. WUSC currently operates in 28 countries across Africa, Asia, the Middle East, and Latin America and the Caribbean, as well as in Canada, with an annual budget of approximately CAD $65 million. Our global team includes over 100 staff in Canada and more than 250 staff internationally, implementing a diverse portfolio of development projects in collaboration with numerous multilateral and bilateral donors, and philanthropic foundations.

WUSC is launching its new 5-year project, Strengthening Collection Action and Learning for Education (SCALE), that is designed to enhance the empowerment of adolescent girls to access educational pathways in border zones of South Sudan (Yei River, Kajo Keji and Magwi). The project will support key actors in the education ecosystem to test, adapt, expand, and sustain innovative models and practical approaches to improve learning opportunities for girls and other vulnerable groups. This $10 million (Canadian dollar) project is funded by Global Affairs Canada.

In its approach, WUSC will use a systems strengthening approach which includes localization; capacity strengthening; innovation; a strong learning agenda; support for collective, collaborative, and complementary action; and focused implementation in geographies where solutions can also be tested for their broader relevance and impact. The project will work with local implementing partners, women rights organizations, training institutions and state actors, as well as international development actors to create an enabling environment for girls' education.

Responsibilities

Under the supervision of the Finance Manager, supported by the Global Security Advisor (GSA), the Operations, Logistics and Security Officer will be responsible for managing the safe and efficient execution of operations, managing logistics and maintaining security for staff and operations in Juba, Yei River, Kajo Keji, and Magwi.

Operations & Logistics

  • Develop and implement operational and logistical procedures, aligned with WUSC's standards
  • Develops and executes strategic procurement plans, administer end-to-end Request for Quotation (RFQ) processes, and implements a rigorous vendor management program to ensure all records are updated and compliant.
  • Conducts comprehensive bid analysis by reviewing, comparing, and evaluating vendor proposals and documentation according to WUSC's policy and strict quality specifications to ensure optimal value.
  • Fosters strong, long-term supplier relationships and negotiates contracts to secure favorable terms, enhance service quality, and achieve significant cost savings.
  • Oversee the procurement plan and develop procurement strategies
  • Coordinate all staff travel locally and internationally
  • Provide support to international travelers visiting South Sudan
  • Supervise drivers and other support staff to ensure all travel records are kept up-to-date in accordance with WUSC's organizational procedures and standards
  • Manage the project's vehicles, including maintenance, repairs and driver training.
  • Plan and coordinate the movement of goods, and resources ensuring timely, safe and accurate delivery of materials and goods
  • Managing inventory and warehousing

Security

Strategy & Planning

  • Lead the periodic strategic review of field contingency plan, and measurement of minimum security guidelines implementation in all WUSC field-based entities
  • Assist with Core Security Requirement (CSR) assessments and ensure the Country Director (CD) and the Global Security Advisor (GSA) are regularly briefed on gaps with CSR compliance.
  • Ensure Security Plans are current and based on the most recent Security Risk Assessment (SRA).
  • Work with the GSA and CD to carry out Security Risk Assessments (SRA) as required (or directed).
  • Develop and manage Risk Assessment at National level, design strategy with inputs and recommendations of action needed to WUSC.
  • Identify training needs and develop training plan for personnel

Security Operations

  • Identifying and assessing risk (Conducting Threat & Risk Assessments).
  • In case of an emergency situation, provide a leading and guiding role on the critical steps needed, and then coordinate with the management team for the next action.
  • Managing critical incidents (Crisis & Incident management (includes reporting).
  • Act as the 'Point of Contact' (POC) for all safety and security related incidents, providing immediate support and coordination during and post incident.
  • Conduct regular monthly checks to ensure emergency equipment such as rations, generators, diesel, bunkers, and fire extinguishers are in working order in all offices and rotate any perishable items such as stores for hibernation periods such as basic food / water – if applicable to operations.
  • Ensure all emergency contact numbers for staff are current and that a phone tree is in place in the office.
  • Site protection and access control.
  • Maintain staff tracking systems and ensure that all vehicles are maintained to an operational standard.
  • In case of an emergency situation, provide a leading and guiding role on the critical steps needed, then coordinate with the management team for the next action.
  • Identifying and assessing risk (Conducting Threat & Risk Assessments).

Networking and External Liaison/Engagement

  • Represent WUSC at local NGO Security network meetings in the local area and ensure information from these groups is disseminated to relevant managers.
  • Build ongoing networks for sharing security information and coordination.
  • Take lead on this participation as appropriate for consistent engagement with various country security monitoring groups (INSO, UNDSS, etc).

Capacity Building and Technical Training

  • Training and instruction of security processes and procedures (in order to fairly inform personnel, including communication, instruction, organizing, facilitating and delivering training).
  • Assist CD and GSA manage the Planning, training & implementation of evacuation plans, (office suspension, hibernation, relocation or evacuations) and Medical evacuation plans as required.
  • Ensure all personnel receive security briefings as required and that all visitors receive a security briefing within 24hrs of arrival.
  • Ensure that personnel are attending security training as required for their role.
  • Seek to develop a culture of security awareness and monitor staff compliance.
  • Provision of medical or first aid training (knowledge of and organizing training to national/international standards).
  • Ensure there is a National Crisis Security Team mandate and strategy developed and implemented

Reporting and Documentation

  • Provide a weekly security report to the CD.
  • Ensure that all security incidents are reported in accordance with WUSC Security Policy.
  • Collection and analysis of security information (includes networking).

  • Create a working environment is free from sexual exploitation, abuse and harassment (SEAH)
  • Ensure high standards of prevention and response measures for SEAH are in place consistent with the WUSC's safeguarding policies and WUSC's Code of Conduct.

Qualifications and Competencies

Education

  • Formal security training from a known network such as HEAT, OCHA, UNHAS, etc.
  • Formal training from a known institution in the fields of finance management, asset management and/or procurement.
