Wood is recruiting for an Operations Readiness Advisor to be based in Basra, Iraq.

This is an exciting opportunity for an experienced Operations Readiness Advisor to join our Iraq Business Unit.

Wood has been awarded an Operations Readiness Project to support an International Client operation by providing Project Management, Completions and Handover, Start-up, and Operations Readiness advisory and support both within Iraq and Sharjah offices. The Vision of this Contract is to enhance the operation readiness by delivering advisory support to projects that include new installations as well as a series of modifications to the existing facilities. Team of Engineers, Advisors and Operators based in Sharjah and Basra supports in execution of these projects.

Rumaila is one of the world’s greatest super-giant oilfields – those that contain over a billion barrels of recoverable oil. It is estimated that some 17 billion barrels of recoverable oil are still contained within Rumaila’s reservoirs.

The field is located 50km to the west of the city of Basra, southern Iraq. The Basra region is home to all six of Iraq’s ports, including the deep-water facility at Umm Qasr.

Rumaila encompasses a vast area of 1,600 square kilometres, extending approximately 80km north to south and 20km west to east, with the main anticline consisting of two domes, South Rumaila and North Rumaila.

Rumaila is part of the Iraq Basra Oil Company (BOC) family of oilfields. It is the largest producing field in Iraq, responsible for producing over 33% of Iraq’s oil. Oil has been produced at Rumaila for well over 50 years. A Technical Service Contract signed in 2009 and extended in 2014, between BOC and BP, Petro-China and the State Oil Marketing Organization (SOMO) is now driving the transformation of Rumaila into a sustainable world-class oilfield for Iraq and its people. This 25 year contract (to 2034) has laid the foundation for the long-term renewal of the field.

This demands significant investment in infrastructure, technology and people. Progress is already visible and the oilfield is returning to full efficiency. Average daily production has increased by over 40% since mid-2009. World-class training and safety standards have been introduced. Around 7,000 people work at Rumaila and over 22,000 contractors support Rumaila’s activities through a large supply chain. The vast majority of these people are Iraqi.

The next stage of Rumaila’s development is to access previously untapped reservoirs to extend the life of the field and deliver increased production.

Working together as one team under the Technical Service Contract, the Basra Oil Company (BOC) and the State Oil Marketing Organisation (SOMO) along with contractors, BP and PetroChina, bring a range of different expertise and skills in modernizing this supergiant field.

The Start Up Operations specialist (SUOS) will be responsible for managing safe, compliant and reliable Start-up operations activities and providing a clear direction with regards to future operations and priorities for the facility.

Reporting directly to the Start up Team Leader (SUTL) the Operations Specialist is the key interface between the ROO Commissioning team and the Operations Teams across Rumaila.

The Operations Specialist role is a key role in ensuring Safe and Efficient Start up of facilities and bridging the gap between commissioning and operations. Deliverables are achieved through influence, and this is heavily reliant upon the relationship the SUOS develops with national staff and project teams at the field locations.

The role will work closely with Projects and commissioning and also the Operations readiness team to deliver safe execution of the facility plan and timely resolution of early operational issues and also manage any transition between O&M type agreements with ROO / BOC Operating teams.

As a member of the ROO operations team the Start-up operations specialist has a key role in ensuring compliance against all areas of Start-up governance, Process Safety, Operating Discipline and Product Quality.

The Start-up Specialist may deputise for the Start up Team leader as required and will have direct interaction with sub-surface, production optimisation, inspection, engineering, mods / projects and well services.

Demonstrate strong safety leadership and exemplary safety behaviours at all times ensuring that ROO safety expectations are communicated and reinforced.

Ensure that O&M contractors are adhering to any written obligations and operating to a high standard.

Carry out self verification activities, audits, participate in incident investigations and lead/assist teams on determining root cause and suitable preventative measures.

Coaching and development of their direct reports to support the nationalisation agenda.

Ensure changes to plant and equipment is subject to the appropriate level of TQ / EQ and Management of Change before putting into service.

Be visible on site to test and verify that Operating Discipline standards are being set and maintained by the site personnel in the early start up phases.

Responsible for ensuring full compliance with GOC criteria.

Responsible for ensuring timely execution and accurate close out of all start up and early production-related maintenance as per O&M.

Provide assurance to SUTL on compliance at site with Control of Work procedure. Provide strategies and transition plans to support to Site Controllers, Area Authorities, Isolating Authorities and Performing Authorities to integrate the ROO COW practices at all facilities.

Significant experience in the management of risk through project delivery including project Risk Assessment, incorporating previous lessons learne, Start up overrides management , SORA and Management of change risk assessment. Able to identify risk and contribute projects and operations readiness with key inputs to HAZOP and LOPA analysys.

Lead by example and is accountable for their teams being fully compliant with code of conduct and ROO Values and Behaviours expectations.

Responsible for ensuring direct reports have a robust development plan and are being actively managed against objectives.

Coach and support the facility and O&M teams on their development, actively share experience and dedicate time each week to coaching and mentoring the local national population both within BOC and Local National Agency.

Ensure that direct report work patterns and commitments are fulfilled per HR contractual obligations.

Motivate the team, celebrate their successes and ensure their views and problems are listened to and suggestions are considered.

Identify and intervene if a team member does not meet performance expectations, have a low tolerance for poor behaviours.

Is a competent and active process isolation assessor and experienced in Emerson Delta V operation and transition to new control systems integration.

Responsible for understanding the Start up philosophy and striving towards achieving production targets Via KPIs and Plant perfoamance testing.

Responsible for providing operational input to ensure Operations discipline is instilled in the facilities from System handover.

Actively monitor project quality and manage interventions when quality issues arise. Be proactive to make early interventions on indication of quality issues.

Responsible for ensuring robust plant watch-keeping and monitoring routines are developed and ensuring system is fit for purpose.

Ability to write Operating procedure , technical reports

Manage Procedure development from Commissioning Test procedures to Start up procedures and then onto Site Operating procedures.

Drive clear prioritisation of Project and Start up vulnerabilities so action is focused in the right areas.
