These positions are available in the Country Office of the World Food Programme in CΓ΄te d'Ivoire. The incumbents are under the supervision of the Chief of Finance and Management Services, or his/her deputy.

At this level, the incumbents of the concerned positions must assume responsibility for the proper implementation of various procedures and activities requiring them to interpret to some extent the standard guidelines and practices available to them. All must be able to recommend lines of action to their colleagues at various levels and may assign tasks to other support staff members.

Attached Objectives:

Common Objective: To support the efficiency of the daily provision of general and specialized services, in compliance with the timelines, quality standards, and the best value for money, in accordance with the management services portfolio:

  • Post A β€” Travel & Asset Management
  • Post B β€” Protocol & Fleet Management

Service Continuity: Each incumbent ensures, when necessary, the replacement of the other to guarantee the continuity of key services.

Main Functions and Responsibilities (indicative and non-exhaustive list):

  • Perform tasks and activities within the management services portfolio to support effective and high-quality service delivery.
  • Collect data and prepare basic analyses to contribute to the creation of reports for effective resource management.
  • Handle routine actions related to procurement, finance, human resources, and other relevant areas, contributing to the efficient and timely recording of data in the organization's systems.
  • Manage and maintain physical and digital records in accordance with established procedures to ensure quick and easy access to data, where applicable.
  • Be the first point of contact for internal issues, providing quick and accurate responses to facilitate the efficient and effective resolution of daily problems.
  • Participate in and suggest improvements to procedures and practices to support the continuous improvement of the services provided.
  • Use digital tools and technology applications to improve work practices and service to colleagues.
  • Provide administrative support for the preparation of inter-agency initiatives in the framework of UN reform to achieve savings and improve service quality.
  • Liaise with other functions and third-party contractors to enable effective service delivery.
  • Provide guidance and direction to subordinate staff in the performance of their duties.
  • Perform tasks of preparation and response to emergency situations following the guidelines provided by the supervisor.

Other Required Skillsets For The Positions:

Post A β€” Asset, Facilities, and Travel Management

  • Assets: Ensure the tracking and updating of the inventory of goods and equipment (physical checks, decommissioning, archiving).
  • Facilities: Coordinate the maintenance and upkeep of facilities and offices.
  • Travels: Support the organization of official travel (bookings, approvals, reimbursements).
  • Compliance & Safety: Ensure compliance with internal procedures and applicable safety standards.

Post B β€” Protocol and Fleet Management

1. Protocol

  • Facilitate administrative procedures related to visas, residence permits, and other official documents.
  • Liaise with local authorities for protocol matters.
  • Organize the reception and settlement of new arrivals (international personnel).
  • Prepare official correspondence and notes verbales.

Fleet

  • Monitor the usage of official vehicles and maintain logbooks.
  • Plan regular maintenance and necessary repairs.
  • Control fuel consumption and optimize routes.
  • Collaborate with drivers to ensure punctuality and safety of travel.

Required Skills:

Administrative Support and Reporting Services:

Ability to convert action plans into clear measures that team members must take to support program implementation. Collect data and report findings to derive fact-based insights.

Internal Controls and Risk Management:

Demonstrates elementary knowledge of internal controls, risk management, and monitoring mechanisms and their possible application to the essential activities of direct service beneficiaries.

Resource Management:

Monitors the evolution of staff and resource usage to anticipate and report potential issues to program managers and key service beneficiaries.

Specialized Knowledge in Administrative Services:

Demonstrates global or specialized knowledge of best practices, techniques, and administrative procedures, and a good understanding of the standards, procedures, and infrastructures of WFP in the relevant area of responsibility; and uses this knowledge to ensure efficient and effective administrative services.

Consideration of Service Beneficiary Needs:

Controls and supervises administrative work in view of the standards and conventions in force to be respected to ensure an excellent service. Ensures that the problems of service beneficiaries are taken into account and resolved.

Desired Experience:

  • Minimum 5 years of relevant experience in administration/management of services (assets, facilities, fleet, travel, and/or protocol) within a comparable organization; experience in a UN environment is desirable.
  • Experience in data collection, reporting, and basic operational analysis (inventories, fleet indicators, travel costs, etc.).
  • Experience in providing advisory support to users and coordinating with multidisciplinary teams.
  • Good understanding of the rules, policies, procedures, processes, standards, and systems of WFP management services; if not, strong capacity for learning.
  • According to the position:
  • Post A (Travel & Assets): Experience in travel processes and asset management.
  • Post B (Protocol & Fleet): Experience in protocol and liaison with authorities (visas, residence permits, notes verbales) and fleet management.

Minimum Education Level Required:

Education: Bachelor's degree plus a post-secondary studies certificate in the field of administration, management, or finance.

Language Skills:

Proficiency in French and intermediate level in English are required for these positions.
