You will serve as a SUPERVISORY INTERDISCIPLINARY COMMUNITY PLANNER/GENERAL ENGINEER/ARCHITECT in the CORE Planning, Design and Construction Directorate of NAVFAC NORTHWEST. Responsibilities include serving as a specialist in data analytics, metrics and NAVFAC E-Systems used to manage PDC workload, labor, and staffing. You will provide guidance for a broad spectrum of planning, design, and construction projects. You will develop the annual Planning, Design and Construction Acquisition Plan (PDC AQ Plan) coordinating the plan inputs with PDC Product Line Coordinators, Design Production Director, Contracts, Operations, and Small Business. You will collect and analyze contract data to revise the PDC AQ plan and determine future requirements for MACCs and IDIQs to avoid lapses in required contract capacity. You will prepare training material to assist in training programs related to contract procurement and source selections.
Qualifications include a Selective Placement Factor (SPF) which is CURRENT registration as a Professional Engineer (PE) for the 0801 series, Architect (RA) for the 0808 series or for a Community Planner (0020), certification as an American Institute of Certified Planner (AICP) accreditation via the American Planning Association (APA) in any State, the District of Columbia, the Commonwealth of Puerto Rico, or Guam. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: applying planning criteria to execute and/or oversee shore infrastructure planning to include regional, installation and area development plans; executing project planning documents, such as military construction (MILCON) and special project planning documentation (DD Form 1391); and providing technical references, guidance, training, and mentorship to colleagues and Public Works Department (PWD) staff.
