We're looking for a skilled engineering leader to take on a fixed-term opportunity until July 2027, leading critical rail systems across Victoria. About the role:
This leadership role is responsible for managing V/Line's Operational Control Systems (OCS) and Data Networks, ensuring these critical systems support safe and efficient rail operations. The role oversees technical standards, supplier relationships, and system interoperability across the network. It also plays a key role in maintaining compliance with the Telecommunications Agreement with VicTrack and contributes to the development of asset strategies and maintenance protocols.
Key accountabilities include:
• Lead the management of OCS and data network requirements across the V/Line network.
• Maintain strong relationships with government and private suppliers.
• Review and approve design changes, derogations, and technical standards.
• Strengthen and simplify protocols under the Telecommunications Agreement with VicTrack.
• Provide engineering expertise in OCS, communications systems, cyber security, and data networks.
• Develop and maintain OCS maintenance standards, service schedules, and inspection/test plans.
• Support configuration management, including material change and type approvals.
• Review design submissions and identify anomalies against OCS principles and standards.
• Manage interoperability requirements with Metro, ARTC, and freight operators.
• Ensure compliance with rail safety accreditation and quality management standards.
• Contribute to business planning, budgeting, and project scope development.
• Maintain documentation and competency records for OCS systems.
About you:
You're a seasoned engineering leader with a strong foundation in Operational Control Systems and a proven ability to lead teams and navigate complex technical environments. You bring a strategic mindset, sound judgement, and the ability to manage competing priorities while engaging effectively across diverse stakeholder groups.
Our ideal candidate will possess the following:
• Extensive experience in technical engineering roles, including leading and managing teams.
• Demonstrated expertise in OCS systems and infrastructure.
• Strong leadership and team management capability.
• Skilled in stakeholder engagement, negotiation, and cross-functional collaboration.
• Experience in configuration management, asset strategies, and standards development.
• Ability to manage interoperability across Metro, ARTC, and freight operators.
• Broad technical knowledge across CCTV, communications, train radio, telephony, and security systems.
• Demonstrated alignment with V/Line's values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.
Qualification:
• Tertiary qualification in Communications, Electrical, Electronics, or Computer Engineering (Must meet eligibility for registration with the Victorian Business Licensing Authority (BLA) as a Professional Engineer in Electrical Engineering under the Victorian Professional Engineers Registration Act 2019)
Preferable:
• Systems Engineering experience

The total remuneration package for this role starts at approximately $195,900 inclusive of superannuation, with flexibility based on the skills and experience of the successful candidate.
