CACI is looking for a MTF IT Operations Manager to work onboard the USNS COMFORT (T-AH-20), stationed at Norfolk Naval Station, to supervise seven staff in IT repair, maintenance, operations, logistics, and engineering services to support the installed Medical Treatment Facility (MTF) network, and other installed DoD networks. This position will primarily support the Military Sealift Command (MSC) Military Treatment Facility (MTF) Program Manager as a broad base Subject Matter Expert in Command, Control, Computer, and Communication (C4) systems and should possess strong interpersonal and communication skills as well as a record of accomplishment in successful project execution.
Responsibilities include providing direct supervisory duties for up to eight personnel onboard including timesheets, leave review and approval, interviewing new candidates, travel planning and labor forecasting, and assessing and managing performance reviews; implementation and ongoing maintenance of infrastructure required to surge manpower capacity by 96% (from a crew of 65 to 1,350) in less than 72 hours in support of disaster response operations, while maintaining integrity of protected information and auditing systems; providing "Tier 4" technical support to Civilian and Military staff regarding on board information technology or communications systems; providing "Tier 3" support for embedded network systems (NIPRNET and SIPRNET) onboard USNS COMFORT (T-AH-20); certifying all applicable information systems are being installed, maintained, and operated in accordance with applicable Security Technical Implementation Guides, Program of Record configurations, or Authority to Operate guidelines; developing and maintaining System Administrative (SA) guidelines, Standard Operating Procedures (SOPs) and Network Architecture diagrams; performing routine hardware maintenance/troubleshooting and operating system upgrades for the MTF network systems; performing customer support services with the onboard MTF network users; providing initial training on MTF operations to new staff embarked including contract and military ADP staff; hardening the network IAW with IA standards/mandates; designing, documenting, setting-up/configuring, and troubleshooting Local Area Networks (LANs), to include router and L2/L3 switch configurations, Internet Protocol (IP) assignments, VLAN instantiation, and hardware and software selection and installation; installing, loading, maintaining, upgrading, testing, troubleshooting, and providing IA support for the MTF networks; assisting with and supervising ACAS Scanning and Reporting; supervising the management of the DISA HBSS systems on the NIPR and SIPR networks; and providing updates of material and casualty status of these systems to the Information System Security Manager, Operations, and the Supply Officer.
The position will deploy/embark with the ship for missions, out-of-state Shipyard periods, maintain an ability to be deployable within 5 days (Ready 5 status) of natural disasters during Hurricane/Storm Seasons. The ship can be underway for 6 months or more. You must be willing to deploy with the ship as embedded contractor support staff for that duration.
Qualifications required include a currently hold an active Department of Defense SECRET security clearance; at least 10 years of experience in Enterprise level IT administration (3 - 5 years of hands-on IT Shipboard related experience); at least 2 years of Healthcare Informatics administration/support; demonstrated expertise and Leadership in all IT disciplines and Expeditionary Healthcare Operations, such as but not limited to: Data Center, Network, Systems, Cybersecurity, and Management Level competencies; current Information Assurance (IA) Technical Level II (i.e. GSEC, Security+, SCNP, SSCP) certification; excellent communication skills, both written and verbal, and be able to effectively communicate and provide reports on daily efforts; proficient with Windows 10/11 and Windows Server 2012/2019/2022; the ability to work independently and without constant supervision; the individual must also be able to work well under pressure, multi-task, and prioritize items as needed; excellent organization and communication skills; ability to deploy on short notice for extended periods of undefined time in support of operational or humanitarian disasters; understanding of Navy Logistics policies and procedures; and must be a US Citizen & fluent in English. Desired qualifications include combat operation experience/prior military experience; having an operational understanding of T-AH class hospital ship command structure and command and control relationships, capabilities, and limitations; completed prior military service or have relevant civilian experience on large seagoing vessels; possess or gain an FCC General Radiotelephone Operator License or an FCC Technician Class Amateur Radio License; certified CISCO Network Associate (CCNA); and direct onboard experience in Mercy Class hospital ship information system operation, design, troubleshooting, and repair.
