Job Title

Provide executive oversight of the Military Personnel, Manpower, and Support Division, managing subordinate supervisors and advising senior leadership on workforce programs. Direct the Military Personnel Branch, overseeing all aspects of military personnel management and serving as liaison with the Military Services. Lead planning, budgeting, and execution of manpower programs, ensuring compliance with laws and developing strategies to meet resource requirements. Manage the J-1 budget and oversee mission support programs, continuity of operations, and personnel accountability during emergencies. Provide leadership for agency support programs and ceremonies, while managing special projects and briefing senior management on critical issues.

Qualifications

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Leading HR Teams by supervising staff, setting priorities, managing resources, and ensuring compliance with HR policies.
  • Managing military personnel programs such as recruitment, assignments, promotions, evaluations, and separations.
  • Experience developing and implementing manpower strategies, analyzing resource needs, and ensuring compliance with civilian and military authorization requirements.
  • Managing HR support programs such as budgeting, continuity of operations, personnel accountability, employee engagement, and recognition programs.

Education Substitution of education may not be used in lieu of specialized experience for this grade level.

ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
