This National Guard position is for a Plans and Operations Specialist (Title 32) (Permanent), Position Description Number D1246000 and is part of the VA JFHQ DET HQ, National Guard. Responsibilities include serving as the State NG focal point for Crisis Action Planning and the Officer in Charge of the Joint Operations Center (JOC) that remains operational 24 hours/7 days a week. The role involves developing operational procedures for Civil-Military taskings, Natural Disasters, Support for Civil Disturbance, Homeland Defense/Security, WMD response, Antiterrorism/Force Protection, the Critical Infrastructure Protection Program, National Security Special Events, and Continuation of Governmental Operations and Public Services. The incumbent is responsible for establishing and validating procedures, practices, and tasks that provide command staffs effective situational awareness and continuous command and control over tasked organizations and members. The position also requires planning for and establishing a Joint Operations Center within the Joint Force Headquarters complex and Quick Reaction Force Platform Control Centers at designated locations across the state. Additionally, the incumbent must plan for and establish appropriate security for the centers and their staffs, effective redundant communication processes, and operational sustainment support for activated operational centers, quick reaction forces, and equipment. The role includes developing self-inspection procedures, command and control crisis action training and certification programs, and ensuring training and certification documentation processes for crisis action team members and controllers. The Plans and Operations Specialist participates as an Operations Officer in the Joint Operations Center, develops operational procedures to implement contingency and emergency plans, coordinates with various agencies, develops message routing procedures, plans shift operations, prepares operations orders, develops after action reports, identifies specific unit capabilities to support emergency operations, identifies equipment and special civilian occupational skills needed for missions or command and control functions, develops emergency response time estimates, recommends improvement of NG resources to support emergencies, and coordinates operational control over committed NG forces during training simulations. The administrative oversight of the command and control network is also required, including defining required system capabilities, budgeting for and purchasing crisis action infrastructure, and securing resourcing for full-time staffing for effective 24/7 continuous operations.

GROUP I - All qualified Male/Female Enlisted Member (E7/SFC - E9/SGM), Warrant Officer (W1/WO1 - W3/CW3), or Commissioned Officer (O1/2nd Lt- O2/1st Lt) in the Virginia Army National Guard or Enlisted Member (E7/MSgt - E9/CMSgt), Warrant Officer (W1/WO1 - W3/CW3), or Commissioned Officer (O1/2nd Lt- O2/1st Lt) in the Virginia Air National Guard Military Technician Program. GROUP II - All qualified Virginia Army and Air National Guard Male/Female Enlisted Member (E7/SFC - E9/SGM), Warrant Officer (W1/WO1 - W3/CW3), or Commissioned Officer (O1/2LT- O2/1LT) or Enlisted Member (E7/MSgt - E9/CMSgt), Warrant Officer (W1/WO1 - W3/CW3), or Commissioned Officer (O1/2nd Lt- O2/1st Lt) in the Virginia Air National Guard, regardless of employment status (Traditional, Military Technician or AGR). Applicant must have experience serve as a Plans and Operations Specialist, develop plans and procedures, and coordinate preparations for state active duty and the operational employment of ARNG personnel and military resources.
Applicant must have at least 12 months of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as serving as the State NG focal point for Crisis Action Planning and the Officer in Charge of the Joint Operations Center (JOC) that remains operational 24 hours/7 days a week, being responsible to establish and validate procedures, practices and tasks that provide command staffs effective situational awareness and continuous command and control over tasked organizations and members, planning for and physically establishing a Joint Operations Center within the Joint Force Headquarters complex and Quick Reaction Force Platform Control Centers at designated locations across the state, being responsible for command and control crisis action training and certification program, developing operational procedures to implement contingency and emergency plans.
