This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Infrastructure Services Division (ISD), Transport Services Branch (TSB) located in Alexandria, Virginia. Responsibilities include planning, analysis, and enhancement of information systems, policies, and procedures supporting the Transport Services Branch in Alexandria, VA. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include managing cybersecurity and IT projects, including planning, budgeting, configuration, and integration of networked systems to ensure secure, efficient, and mission-aligned implementation of technology solutions. Drafting IT documentation and strategic communications to clearly inform stakeholders, align expectations, and support project success. Collaborating across IT program teams to proactively identify and address issues, trends, and opportunities that impact project and program success. Preparing quantitative and qualitative reports on assigned IT projects to inform leadership decision-making, track performance, and ensure accountability. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.
A. Federal Acquisition Certification for Program and Project Managers Level I (FAC P/PM-I) or management determined equivalent within two years of entry into the position. B. Information Assurance Management Level III (IAM-III) or management determined equivalent within two years of entry into the position.

To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Leading IT infrastructure project teams to produce cost estimates and design recommendations that maintain and modernize the Coast Guard network. Collaborating with customers, stakeholders, sponsors, and IT service providers to elicit requirements, allocate resources, and determine project priorities. Participating in collaborative IT and integrated product teams to address strategic issues and advance organizational initiatives. Preparing and presenting IT project briefs and technical proposals to supervisors and senior leaders to inform decision-making and secure project approvals. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.
