Environmental Engineer / Physical Scientist

You will serve as an Environmental Engineer / Physical Scientist in the Environmental Division of NAVFAC Engineering CMD MID-ATLANTIC. Responsibilities include preparing and reviewing technical reports, managing contracts, coordinating with personnel and regulatory agencies, partnering with contractors and regulators, managing a budget, and updating management databases. You will oversee contracts for architectural and engineering services and construction services, identify program funding needs, and accurately manage fund execution. You will provide liaison and coordination between customer activities, claimants, contractors, locals, state and federal agencies, NAVFAC, and various organizational components. You will conduct detailed environmental compliance review of plans and specifications accomplished by architect/engineering firms, in-house engineers, and other professionals. You will conduct National Environmental Policy Act (NEPA) reviews for federal actions and construction projects to evaluate applicability of categorical exclusions (CATEX).

Qualifications: This position has a Selective Placement Factor (SPF) if applying for the Environmental Engineer (0819) series which is: Current registration as a Professional Engineer (PE) in any state, District of Columbia, Guam or Puerto Rico. You MUST provide a copy of your current registration with your application. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Implementing environmental policy and providing environmental program management support to include environmental compliance, conservation, and or services (e.g. hazardous waste handling, spill response).
