Human Resources Specialist (Employee Benefits)

You will serve as a Human Resources Specialist (Employee Benefits) in the Civilian Benefits Center (CBC) of Office of Civilian Human Resources Operations. Responsibilities include reviewing and resolving benefits issues, determining eligibility for disability retirement, optional retirement and mandatory special retirement provisions, and preparing retirement annuity estimates. You will also review proposed retirement and benefits legislation, make recommendations, draft Department of the Navy (DON) responses, and prepare/conduct briefings regarding retirement and benefits for serviced employees. Additionally, you will compose letters to respond to customer inquiries for supervisor's review and appropriate signature, develop responses to Congressional inquiries, and resolve retirement issues which require the understanding and application of retirement laws, regulations, and procedures.

GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience in retirement or benefits work, such as assisting in determining eligibility for disability retirement, optional retirement, and/or mandatory special retirement provisions and preparing preliminary retirement annuity estimates; applying retirement or benefits laws, regulations, and procedures to routine cases; researching and compiling information on proposed retirement and/or benefits legislation to support recommendations or draft responses; using automated HR systems to input, track, and retrieve case information; providing support in resolving retirement or benefits issues; and assisting with the preparation and delivery of briefings or training sessions for employees, leadership, or external stakeholders.

GS-7: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-5 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience in retirement or benefits work, such as assisting with gathering and verifying documentation to support eligibility determinations for optional retirements; applying straightforward retirement or benefits laws, regulations, and procedures to routine cases under close supervision; drafting standard correspondence and compiling information to support recommendations or draft responses on retirement and/or benefits matters; using automated HR systems to enter, track, and retrieve benefits or retirement information; assisting in resolving routine retirement or benefits issues by researching guidance and coordinating with stakeholders; and supporting the preparation and logistics for briefings or training sessions for employees, leadership, or external stakeholders.

GS-9: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
