Human Resources Specialist (Employee Benefits)

This position is part of the Defense Human Resources Activity. The incumbent will be responsible for independently providing highly complex human resources (HR) management advisory and technical services on the most important and substantive organizational functions and work practices to Department of Defense (DoD) and components' management and subject-matter experts, identifying and proposing solutions to the most significant, complex and difficult DoD HR issues.

Responsibilities as a Human Resources Specialist (Employee Benefits) at the GS-0201-14 may include:

  • Develops DoD policy and program guidance relative to management of HR benefits entitlements programs including injury and unemployment compensation, life and health insurance, retirement, telework and work life programs.
  • Develops recommendations for legislation and prepares comments to proposed legislation that would modify the way DoD conducts its HR programs and evaluates new or modified legislation and regulations for their impact on existing programs.
  • Interprets and applies complex legislative and regulatory guidance to established or recommended implementing policy and/or resolves very difficult benefits and entitlements matters.
  • Conducts quality reviews of case files and transactions to ensure accuracy and compliance.
  • Serves on a diverse selection of external panels and groups.
  • Represents DCPAS in dealings with a wide variety of external organizations.
  • May prepare and deliver training on assigned programs including the most complex or emerging laws, regulations or issues.
  • Develops and delivers oral and written presentations to senior officials and various audiences.

Qualifications: You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Senior advisor and subject matter expert on the Federal Employees' Compensation Act (FECA) and Department of Labor's Office of Workers' Compensation Programs (OWCP), providing authoritative interpretation, technical guidance, and policy recommendations to leadership and DoD Components. Developing, implementing, and evaluating agency-wide injury compensation policies, procedures, and strategic initiatives to ensure compliance with federal laws, regulations, and DoD directives. Analyzing injury compensation program data and case trends to identify program risks, cost drivers, and areas of efficiency recommending corrective action to improve return-to-work outcomes and reduce department-wide chargeback costs. Advising senior leaders, agency heads, and HR staff on complex, sensitive, or precedent-setting injury compensation cases. Leading cross functional teams and workgroups to develop training, communication tools, and process improvements for Agency FECA Program Managers and Component Injury Compensation Specialists.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
