Human Resources Specialist (Employee Benefits)

You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the WORKERS' COMPENSATION DEPARTMENT of FLEET HRO NORFOLK. Responsibilities include providing Workers' Compensation services to commands serviced by FLTHRO Norfolk, administering all aspects of the Federal Employee Compensation Act (FECA) program, reviewing and interpreting injury compensation standards, preparing briefings and publicity materials, advising activity commanders and directors, and providing technical guidance and counseling to supervisors and employees regarding reporting job-related injuries and processing compensation claims.

Requirements

Conditions of Employment:

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of general human resources management, assisting in applying comprehensive knowledge of Office of Workers Compensation (OWCP), FECA and unemployment program laws and regulations, assisting in applying complex fact findings, problem solving and techniques to resolve complex problems related to OWCP, FECA and unemployment, assisting in organizing and delivering briefings to upper-level management, and assisting in applying analytical and evaluative methods and techniques to program related issues and studies to make recommendations for future actions.

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing management advisory services to customers, resolving issues/problems often requiring consideration and interaction with other HR functional areas, coordinating with the Department of Labor (DOL) OWCP on requests for additional information and continuation of long-term disabilities, providing technical guidance and counseling to supervisors and employees regarding the considerations and procedures involved in reporting job related injuries/illnesses and the processing of compensation claims, developing and/or conducting supervisory training and developing local procedures to implement new policies, and determining and evaluating qualifications to refer individuals on compensation to appropriate positions.

Education: GS-12: There are no educational substitutions for specialized experience for GS-12. GS-11: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.
