Human Resources Specialist (Payroll)

This position is located in the Human Resources Division-Arlington, VA. The selectee of this position serves as a Human Resources Specialist (Payroll). You will be responsible for overseeing the USMS payroll system (National Finance Center); providing quality control for payroll actions and providing assistance to USMS employees who have general retirement/benefits questions.

Responsibilities As a Human Resources Specialist (Payroll) at the GS-0201-12 level, some of your typical work assignments may include:

  • Resolving agency payroll, benefits, and processing problems.
  • Providing Quality Control for payroll actions.
  • Anticipating problems and provides solutions to problem pay cases.
  • Conduct training for Human Resources Staff on matters related to Processing actions.
  • Providing advice and assistance to employees on individual payroll issues.

Requirements Conditions of Employment Must pass a pre-employment security investigation and drug screening. May be required to successfully complete a trial/probationary period. Males born after 12-31-59 must be registered or exempt from Selective Service. Verify Registration here. Must be a U.S. Citizen or National. You must meet all qualification requirements by the closing date of this announcement. Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Must be able to obtain and maintain a Public Trust background investigation eligibility determination.

Qualifications GS-12 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 grade level is required to meet the time-in-grade requirements for the GS-12 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0201-12 level, if you fulfill one of the following qualifications:

  • Specialized Experience: One year of full-time specialized work experience equivalent to at least the GS-12 grade level in the Federal service performing duties such as:
    • Research, interpret, and provide guidance on pay administration laws, rules, regulations and practices.
    • Provide quality control for payroll actions and advise staff on corrections.
    • Processing personnel actions in an automated system.
    • Assisting managers and human resources staff in making proper referrals to external resources for employees with sensitive or serious problems that are directly related to benefit payroll and compensation programs.
