The City of Norfolk's Department of Human Services (NDHS) provides a wide range of essential services to its citizens. These services are crucial in supporting the wellbeing of the community and ensuring that all citizens have access to the resources they need. NDHS is committed to providing such comprehensive support to its citizens. The NDHS is seeking a Family Services Worker in their Child Protective Services (CPS) division. The successful candidate will be motivated and skilled, with a proven track record in conducting Child Protective Services (CPS) family assessments, investigations, safety planning, and partnering with families to ensure children's safety, well-being, and permanency. They will also possess knowledge of Virginia Department of Social Services CPS policies and practices.

Departmental Hiring Salary Range: $54,601-$62,791

Essential Functions

Essential functions include but are not limited to:

  • Ensure the timely onboarding of new family services workers to the CPS, CPS In-Home, and Family Support units.
  • Coordinate and provide agency orientation, program-level, and professional development training for all staff in Child Protective Services, In-Home Services and Family Support.
  • Accompany new family services workers to court, Family Partnership Meetings (FPMs), Family Assessment and Planning Team (FAPT) meetings, and field visits, while participating in case-related staffing with supervisors and other community professionals.
  • Develop online and in-person training materials and job aids for new workers.
  • Coordinate, monitor, and track the Virginia Department of Social Services (VDSS) required training.
  • Serve as a liaison with family services supervisors and the programs manager to facilitate job shadowing and field observations.
  • Monitor staff performance and progress by reviewing contact notes, service plans, and other documentation, while providing weekly feedback to supervisors and the program manager.
  • Will provide supervisory guidance during on-call rotation.
  • Offer feedback, guidance, and coaching to enhance worker competencies as outlined in the VDSS Practice Model.
  • Occasionally assist with coordinating and facilitating family partnership meetings.
  • Provide training, support and supervision to student interns.

Education/Experience

Minimum of a Bachelor's degree in a Human Services field or minimum of a Bachelor's degree in any field and minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administrative Code of Virginia). Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable. Three (3) years experience in social work/human services.

Preferred Experience: Two (2) years minimum experience working as a Child Protective Services worker preferred.

Valid Driver's License may be required depending on assignment. Signing Bonus: This position is eligible for a one-time $5,000 signing bonus. Retirement If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction. If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction. The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply.
