Facility Operations Specialist (Electrical)

Summary: The role involves managing building electrical systems, resolving maintenance issues, and performing inspections to identify deficiencies in electrical, security, fire detection, elevator, and emergency power back-up systems. The position also requires serving as the Contracting Officers Representative for various electrical, security, fire detection, and emergency power and elevators contracts. Additionally, it involves preparing reports for management and executive planning, coordinating, and evaluating logistical actions required to support specific missions and programs for cost analysis, procurement, and budget execution and contracting. The role further entails developing operational procedures, maintenance programs, and strategies to maintain electrical/emergency systems in an operational and reliable condition to support the building efficiently and economically. It also includes preparing and analyzing equipment and systems performance reports using various Computer Aided Facilities Management systems and software.

Requirements: To qualify for a Facility Operations Specialist (Electrical), your resume and supporting documentation must support:

  • A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
    • Interpreting and applying building plans, blueprints, wiring diagrams and drawings.
    • Ability to plan layout and complete the installation, modification, and repair of various projects.
    • Knowledge of commercial wiring practice, 110-, 220- and 480-volt systems, high-voltage power, substations, switchgear, emergency generators and associated paralleling gear, uninterrupted power supplies, low voltage signal systems, elevators, closed-circuit television, and interior and exterior lighting.
    • Preparing reports for cost analysis, procurement and budget execution and contracting.
  • Work Environment: Assignments regularly require visits to storage, construction or other industrial areas, and involve moderate risks and discomforts. Protective clothing and gear and observance of safety precautions are required.

Education: Substitution of education may not be used in lieu of specialized experience for this grade level.
