Job Duties

The Director of Enterprise Application Services is a senior technology leadership role responsible for the strategy, architecture, delivery, and operations of the Department's enterprise application portfolio. Reporting directly to the Chief Information Officer (CIO), the Director leads a multi-disciplinary team spanning technical architecture, software engineering, user design and engagement, data management, and data analytics. This leader will drive the modernization of Virginia Department of Corrections (VADOC) hybrid cloud and on-premises Microsoft technology environment, ensuring applications are secure, scalable, and aligned with commonwealth standards.

Minimum Qualifications

• Demonstrated expertise in enterprise application development lifecycle – design, build, test, deploy, and maintain.

• Hands-on knowledge of Microsoft technology stack, including one or more of: Azure cloud services, Microsoft 365, Power Platform, .NET development, SQL Server, or Power BI.

• Strong project management foundation; familiarity with VITA or comparable state IT governance frameworks preferred.

• Excellent oral and written communication skills; ability to translate technical concepts for executive and non-technical audiences.

• Demonstrated ability to develop staff, manage performance, and build high-performing teams.

Additional Considerations

• Experience in a state or local government IT environment.

• Familiarity with criminal justice, corrections, or public safety information systems.

• Background in data analytics, business intelligence, or enterprise data governance.

• Knowledge of NIST cybersecurity frameworks and application security best practices.

• Experience with COTS implementation and vendor management.

• Certifications such as PMP, ITIL, Microsoft Azure Administrator/Architect, or equivalent.
