Director of Finance & Operations

The Director of Finance & Operations will lead VillageReach's operations in DRC, including finance, accounting, logistics and human resources, administration and grant management functions in the DRC. Based in Kinshasa, this senior-level position is instrumental in ensuring sound financial management, efficient operational processes, and effective administrative oversight to support Villagereach programs. Reporting to the Country Director and working closely with VillageReach Headquarters in Seattle, and our regional hub in Nairobi, the Director will oversee all operations in DRC, including financial analysis and planning, budget and operations management, reporting, and compliance in a rapidly evolving landscape. The successful candidate will demonstrate high integrity, adaptability, and a proactive approach to managing risks and internal controls.
Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time.
Financial, Analysis and Management
- Oversee financial operations, including budget management, monthly reporting, payroll management & approval, and cash flow management, ensuring data accuracy with relevant accounting software.
- Conduct monthly budget vs. actual analyses for program managers and senior staff.
- Develop, adapt and maintain internal control systems to prevent fraud, promote accountability, and ensure compliance with VillageReach and donor standards.
- Lead the annual financial audit and conduct monthly internal audits to ensure compliance with policies and procedures.
- Provide monthly financial reports and insights on financial performance, trends, and risks to the senior management team (SMT).
- Preparation of Donor Financial Reports: ensure timely submission of all Donor Financial Reports in collaboration with the Country Director and the global operations team
- Audit preparedness: Oversee both internal and external audits, and manage the execution of corrective action plans following audit findings.
- Lead the conduct of cost-benefit analyses for significant procurement decisions, ensuring that expenditures are justified and aligned with organizational priorities.
- Treasury: Manage multiple bank accounts, project cash flow, and prepare monthly Cash Transfer Requests to HQ to ensure program funds are sufficient.
- Training & Staff Management: support the delivery and execution of training programs for finance and operations personnel within the country
- Monitor financial data and suggest solutions that optimize costs.
- Contribute to Establishing and updating in-country finance procedures to supplement global policies as needed.
- Closely monitors financial activities and advises the Country Director on financial performance of the office, issues with internal controls or financial management.
- Lead and review monthly accounting and balance sheet reconciliations are completed on a timely basis.
Administrative and Operational Management
- Oversee VillageReach assets such as vehicles, computers, and office equipment, maintaining accurate inventory records and accountability.
- Update and enforce policies and procedures in collaboration with the global operations team, maintaining alignment with organizational standards.
- Represent VillageReach at NGORA forums
- Ensure VillageReach meets all statutory obligations in the DRC.
- Manage VillageReach's registration with applicable authorities and ensure maintenance of required NGO licenses.
- Support DRC Board meetings and manage administrative aspects, in collaboration with the Country Director.
- Supervise service provider contracts and consultant agreements, ensuring compliance and performance standards.
- Oversee procurement processes, elaborating controls to ensure adherence to procurement guidelines.
