The Agency of Commerce and Community Development (ACCD) is seeking two highly skilled dynamic individuals in public program administration and/or financial administration to join our team as Grants Management Analysts for work with the Department of Housing and Community Development (DHCD). These positions will be working with the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant Program Disaster Recovery (CDBG-DR) to ensure compliance with all regulations and reporting requirements by the Department and Grantees to HUD and the State. This will involve enforcing the compliance of over $67,845,000 the CDBG-DR funds. The CDBG-DR Program funds provide grants to municipalities and organizations for disaster recovery involving the development of new housing and rehabilitation; infrastructure in support of housing; infrastructure involving the replacement of culverts, roads and bridges; floodplain restoration; brownfield clean up in support of buyouts; and planning activities in support of recovery activities such as watershed studies. Work is performed under the general direction of the DHCD Federal Programs Director, and you'll be based out of the National Life Building in Montpelier, VT.
This limited service position is full time, and is funded through 8/18/2031.

Class Definition
Consultative, analytical, technical, and compliance responsibilities at an advanced professional level for the Department of Housing and Community Development. Duties involve providing technical expertise to the grantees, administrators, consultants, staff and management with regard to regulatory compliance, specific to Labor Standards and the Davis-Bacon Acts; Procurement and Contracting, including Section 3 Requirements; Acquisition and Relocation activities under the Uniform Relocation Act; basic understanding of Construction Standards to carryout final inspections per Section 8 Housing Quality Standards for housing units and construction specifications for non-housing projects; scheduling and conducting onsite monitoring, evaluating grantee compliance against appropriate standards, developing monitoring reports of grantee compliance with federal, state and local laws and regulations; final program report reviews and clearance; issuance of Certificates of Program Clearance; reviewing and approving requisitions for payment that involves in-depth analysis of supporting documentation; conducting formalized training for municipal and regional officials, consultants, program administrators, state managers, and Department staff in all areas of program compliance; and managing the HUD Disaster Recovery Grant Reporting (DRGR) system and the HUD integrated disbursement and information system (IDIS) to draw funds to reimburse grantees. Work is performed with considerable latitude for independent judgement under the direction of the DHCD Director of Federal Programs.
Environmental Factors
Duties are primarily performed in an office setting; however, some field travel is necessary for which means of private transportation must be available. Fieldwork may involve exposure to somewhat hazardous conditions to conduct site visits of projects under construction. Public speaking, particular in large groups, is required. Meetings with various advisory committees, public interest groups, municipal officials, and program staff may entail evening hours. Urgent deadlines can be expected. Encounters with adversarial groups, conflicting opinions, and public apathy may be anticipated.
Minimum Qualifications
Bachelor's degree AND five (5) years or more of experience in public program administration, community development services, environmental compliance, or financial and program management of federal programs.
OR
Master's degree AND three (3) years or more in public program administration, community development services, environmental compliance, or financial and program management of federal programs.
Preferred Qualifications
Bachelor's or Master's degree in public administration, political science, business administration, or a closely related field.
Experience working with HUD-funded grants or programs.
