Social Services Manager

The Salt Lake City Library, UT, is seeking to hire a full-time/exempt Social Services Manager. Salary range is $75,504.00 - 117,041.60 dependent upon qualifications. Preference will be given to candidates who apply by October 31, 2025.

About the Position

The City Library has an exciting opportunity for a dynamic individual to lead the Library in continuing to develop and lead a robust program that will address immediate needs of library patrons who are in need of social services. The Social Services Manager will build upon and develop partnerships with organizations that can directly connect patrons to helpful resources. The Social Services Manager will work under the direction of the Director of Social Services & Safety.

Core Responsibilities

  • Partnerships and Community Relationships: Works closely with the Director of Social Services & Safety to develop and implement a social services plan for the library system. Establishes and engages in working relationships with community agencies to best support patrons in need. Maintains mutually beneficial partnerships with community agencies to provide excellent services.
  • Building a Better Community: Focuses on the role the library can play in changing people's lives and in enhancing communities. Evaluates services, prioritizes projects, and allocates resources to best meet organizational and community needs.
  • Direct Services: Provides direct supportive, non-therapeutic services to patrons experiencing high psychosocial needs up to 10 hours per week (25%). This includes, but is not limited to, providing fixed outreach services, crisis de-escalation, rapport-building, emotional support, and light case management services. Maintains strict confidentiality in accordance with DOPL and NASW Code of Ethics standards. Completes documentation in accordance with Library guidelines.
  • Supervision and Leadership: Leads a team, by setting an example, that is sensitive to human needs, human-centered, and approaches situations through a trauma-informed lens while providing services to a diverse population in an urban environment. Provides supervision and coaching for assigned employees. Responsible for assisting in and/or leading interviewing, hiring and training of new staff in accordance with Library Standards, creation of monthly and daily departmental schedules, and assisting in the development of policies and procedures. Matches staff talents and skills with projects and allocates resources. Monitors performance, sets goals, evaluates and motivates team members. Coaches, counsels and disciplines staff members not meeting expectations or requirements in a timely manner. Works closely with the Safety Manager to advance the goal of positive engagement and prevention being prioritized when interacting with patrons. Reviews documentation completed by social services staff to ensure standards are being upheld. Provides clinical supervision to interns and/or under-licensed staff in accordance with DOPL regulations.
  • Training and Compliance: Ensures direct reports, including interns, complete required training, including thorough onboarding utilizing standardized training guides, and maintain current required certifications. Assesses and recommends training opportunities to support staff work. Assists with social services trainings and other topics, as assigned.
  • Monitors Assigned Budget: Works with the Director to recommend the annual Department budget. Monitors and approves expenditures, ensuring the responsible and equitable use of public funds.
  • Working Relationships: Fosters good working relationships with diverse people including staff, patrons, volunteers, vendors, law enforcement, and community partners. Accepts and completes assignments from supervisor, Director, or other Library staff in a professional and timely manner. Works closely with the Safety Manager, Public Service Director, and other relevant library staff to ensure continuity of service and human centered approach while applying policy and procedures. Fosters good working relationships with diverse people including staff, patrons, and community partners. Accepts and completes assignments from the Director of Social Services and Safety in a professional and timely manner.
  • High Quality Customer Service: Creates an atmosphere of delivering high quality customer service to all patrons, colleagues, and community partners. Models exceptional customer service with each interaction, including exceptional verbal de-escalation skills. Seeks new and innovative ways to provide social services. Reviews processes and staff performance to ensure accurate, efficient and consistent results in all customer service interactions. Resolves difficult customer service interactions requiring the intervention of a supervisor. Excels in serving a diverse population.
  • Communication: Engages in professional communication with team, coworkers, and external stakeholders. Ensures library services, along with the Library's brand and message, are being delivered at a consistently high level. Supports and promotes the mission and strategic plan and communicates system-wide goals and measures. Communicates the importance of providing satisfaction and value for taxpayer funds. Attends internal and external meetings, as assigned/required, and represents the Social Services team/SLCPL in a manner which fosters trust and collaboration.
  • Decision Making: Makes well informed, sound decisions for each location and the organization. Runs monthly reports; utilizes various data analysis tools and appropriately weighs factors and inputs in decision making. Assesses alternatives from multiple viewpoints and perspectives. Understands and considers financial implications of decision alternatives. Effectively implements decisions and evaluates results.
  • Teamwork: Fosters positive teamwork among staff. Shares perspectives with the team and contributes to the dialog in reviewing initiatives, policy/procedure changes, and library operations in a professional manner. Encourages and models teamwork between Social Services and other departments.
  • Other Duties: Performs other duties as assigned or required.
  • Staff Professional Development: Works with the People and Culture Team to develop and provide training relevant to social services needs, including working with mental health issues and vulnerable populations.

Minimum Qualifications

  • Master's Degree in Social Work.
  • Three years directly related work experience is required, one of which must be in a supervisory capacity.
  • Education and experience may be substituted on a one-for-one basis with the exception of supervisory requirements.
  • Maintains current Licensure with the State of Utah as a Licensed Clinical Social Worker.
  • The ability to supervise students or social worker interns.
  • Experience working collaboratively with community agencies.
  • Demonstrated commitment to developing and contributing to an inclusive and equitable work environment.
  • Demonstrated commitment to integrating cultural competency practices into their daily work.
  • Proven ability to positively work with people from a diverse range of backgrounds.
  • Superior organizational skills, time management skills, and detail orientation.
  • Demonstrated ability to plan strategically while executing daily detailed tasks.
  • Excellent written and verbal communication skills, including presentation skills, skill with group and team dynamics, and the ability to motivate and negotiate with diverse individuals and groups.
  • Experience in project management, including planning and evaluation, scheduling and monitoring, coordinating multiple projects, and project communications.
