Range Operations Specialist (Title 32)

This position is for a Range Operations Specialist (Title 32), PD D2798000 and is part of the Utah Army National Guard located at Camp Williams UT. Priority will be given to all current, onboard employees of the Utah Army National Guard. The selecting supervisor for this vacancy is MSG Andrew Riddle.

Major Duties:

As a Range Operations Specialist (Title 32), GS-0301-9, you will:

• Implement range operations functions directly related to the safe and efficient utilization of the Range and Training Area (RTA) complex during live fire and live training operations on multiple ranges, maneuver training area, and live training facilities.
• Perform range safety functions to include on-site inspections of ranges and training areas, safety pre-briefing to using military and civilian agencies, investigation of range accidents/incidents, and providing technical guidance and advice to supervisors, range safety officers, and unit personnel.
• Monitor and inspect the range and training area complex for training and recreational activities to ensure compliance with all applicable regulations, procedures, range, or facility standard operating procedures (SOPS), range risk assessments, Surface Danger Zones (SDZs) overlays, and special instructions.
• Inspect and enforce safe weapons firing and handling, ammunition handling and accountability, safe troop movement, tactical training safety, target emplacement, environmental compliance, and installation and maintenance of warning signs/roadblocks and barriers preventing access to permanent and temporary impact areas and designated hazard areas.
• Inspect range packets and equipment for completeness and serviceability. Issue range packets, radios, telephones, flags, and keys to units scheduled for training. Inspect and clear units from range and training areas upon completion of training.
• Ensure strict compliance with environmental regulations to include providing instructions for thorough policing of all ammunition, brass, debris, trash, residue by using units.
• Ensure that weather information is disseminated to all units who are utilizing ranges, live training facilities, and maneuver training areas on normal and emergency advisories (i.e., weather warnings, tornadoes, flooded crossing sites, Installation closures, and road conditions during the winter months).
• Provide continual monitoring of all live training activities on the installation Range and Training Area (RTA) complex using Range Facility Maintenance Support System (RFMSS)Enhanced Graphic Fire Desk software.
• Coordinate requests for air and ground medical evacuation for injured personnel in the range and Training Area (RTA) complex.
• Provide RTA complex users with current range safety information regarding the safe conduct and utilization of ranges that includes, training restrictions and procedures for fire prevention, ammunition security measures, and controlled airspace impacts to live fire activities.
• Recommend measures to correct deficiencies or eliminate hazards when detected on ranges, maneuver training areas, or live training facilities; before, during, or after live training operations.
• Immediately halt any questionable safety practices detected on the Range and Training Area (RTA) complex.
• Either through direct inspection, observation, notification by range operations desk, or other means, initiates emergency response, initials investigation, and documentations of incidents or accidents.
• Perform other duties as assigned.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Rank: Enlisted (Max Grade E7) National Guard Membership is required. Males born after 31 December 1959 must be registered for Selective Service. Pending analysis, you may be required to complete a new 1-year probationary period when moved to this position IAW CNGBI 1400.25 Must have a valid state driver's license. Must be able to obtain NIPR system access. Must be able to complete state vehicle training. Participation in direct deposit is mandatory. Medical screening will be completed upon selection for hire. Soldiers who accept a technician position may be terminated from the Bonus and Student Loan Repayment Program (SLRP). Must be able to obtain and maintain the appropriate security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. May occasionally be required to work other than normal duty hours; overtime may be required. The duties and responsibilities of the job may significantly impact the environment. The incumbent is responsible to maintain awareness of environmental responsibilities as dictated by legal and regulatory requirements, the organization, and its changing mission. This position is eligible to be in the union: Laborers International Union of North America (LiUNA) Local 1776. Potential for Incentive Pay. Must successfully complete the Inter-service Range Safety Course (Intermediate) or the RangeSafety Course Level II course.

Qualifications:

Minimum Requirements:

Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:

Do you have 1 year specialized experience equivalent to at least GS-0301-07? (Must submit SF 50 to validate response) OR Do you have:

Knowledge of the installation training/maneuver areas, training facilities, ranges, and operations. The knowledge and ability to understand and interpret range safety danger zone diagrams, range elevation charts, firing tables, ricochet and ballistic characteristics and other data necessary to identify and establish hazardous areas and ranges. Ability to accurately assess the overall range situation and develop a mental picture of downrange activities and their relative position for effective coordination. Knowledge of risk assessment and other analytical techniques sufficient to identify potential hazards and to investigate mishaps involving a variety of munitions and test operations. Knowledge of safety and occupational health regulation, standards, policies, and procedures pertaining to range operations. Knowledge of military tactical training, qualification requirements airborne and sling load operations, safety of live fire exercises, airspace usage, to approve and schedule training exercise. Working knowledge of Range Facility Management Support System(RFMSS) and functional areas relating but not limited to scheduling, resolving system conflicts, pulling ad-hock reports, generating facility utilization reports etc.
