Administrative Services/Finance Director

Clinton City, Utah, is seeking a dynamic and experienced Administrative Services/Finance Director to join our team! This pivotal leadership role offers an exciting opportunity to oversee all administrative and financial activities, ensuring the city's operational and fiscal stability. As the Administrative Services Director, you will lead the newly established Administrative Services Department, managing key functions such as budgeting, accounting, financial reporting, journal entries, and general ledger (GL) maintenance, along with customer service operations. Your role will also involve strategic planning, long-range revenue management, and serving as a key advisor to the city's management team.

Key Responsibilities:

  • Administrative Management:
    • Develop and implement administrative policies, procedures, and controls.
    • Oversee the preparation and monitoring of the city's annual budget.
    • Manage administrative operations, including accounting, accounts payable, and receivable.
    • Ensure compliance with governmental accounting standards and regulations.
    • Oversee and perform journal entries and general ledger maintenance to ensure accurate financial records.
  • Strategic Planning:
    • Collaborate with city management on strategic planning and operational efficiency.
    • Provide insights and recommendations to support long-term goals and objectives.
    • Conduct financial analysis, forecasting, and risk management assessments.
    • Manage incoming revenue streams and plan for long-range financial sustainability.
  • Reporting and Compliance:
    • Prepare and present regular financial and administrative reports to the City Council and other stakeholders.
    • Ensure accurate and timely reporting, including the Annual Comprehensive Financial Report (ACFR).
    • Coordinate and oversee external audits and implement audit recommendations.
    • Ensure compliance with state and federal regulations.
  • Team Leadership:
    • Lead and develop the administrative team, fostering a culture of accountability and continuous improvement.
    • Provide training and support to staff on administrative systems and procedures.
    • Promote professional development opportunities for team members.
  • Department Oversight:
    • Oversee the Administrative Services Department, including the customer service arm of the city.
    • Supervise the Treasurer and other key staff, ensuring alignment with the city's goals.
    • Ensure effective customer service operations to support residents and businesses.
  • Stakeholder Engagement:
    • Serve as the primary point of contact for administrative matters with city officials, departments, and external stakeholders.
    • Communicate information effectively to non-financial audiences.
    • Participate in public meetings, hearings, and other community engagement activities as needed.

Qualifications:

  • Bachelor's degree in Public Administration, Finance, Accounting, Business Administration, or a related field (Master's degree preferred).
  • Certified Public Accountant (CPA), Government Finance Officers Association (GFOA) Certified Public Finance Officer (CPFO), or equivalent certification preferred.
  • A minimum of 7-10 years of progressive experience in financial and administrative management, preferably in a public sector environment.
  • Strong knowledge of governmental accounting principles and practices.
  • Proficiency in financial software and Microsoft Office Suite (Excel, Word, PowerPoint).
  • Excellent analytical, organizational, and problem-solving skills.
  • Strong leadership and team management abilities.
  • Effective communication and presentation skills.
  • Experience in long-range planning and managing revenue streams.
  • Hands-on experience with journal entries and general ledger maintenance.

Working Conditions:

  • Full-time, exempt position with a typical workweek of 40 hours, though additional hours may be required during peak periods or for specific projects.
  • Work is primarily performed in an office setting, with occasional attendance at meetings or events outside regular office hours.
