Biomedical Equipment Support Specialist

Serves as a Biomedical Equipment Support Specialist (BESS) at the full performance level within a Healthcare Technology Management (HTM) department at a VA facility. Works in support of the medical equipment management program. Troubleshoots and performs planned maintenance on a range of medical devices and clinical systems.

This position is open to the public. The position is located in Salt Lake City, UT.

Duties

Duties

  • Manages the lifecycle of medical equipment and clinical systems.
  • Troubleshoots medical equipment and clinical systems using a variety of technical data and completes corrective action.
  • Performs incoming inspections and planned maintenance on medical equipment and clinical systems.
  • Documents all work in the Computerized Maintenance Management System (CMMS).
  • Responds to and remediates hazard alerts, recall notifications, and incidents concerning medical equipment and clinical systems. Documents all actions in the appropriate system.
  • Monitors system backups, ensures network connectivity, mitigates cybersecurity vulnerabilities, and maintains clinical systems.
  • Utilizes test equipment in accordance with manufacturer instructions.
  • Manages projects involving medical equipment and clinical systems.
  • Provides customer support to staff, evaluates issues and needs, responds with solutions, and keeps customers abreast of status.
  • Educates staff on the safe operation and user-level maintenance of medical equipment and clinical systems.
  • Serves as a Contracting Officer's Representative (COR) and/or purchase card holder.
  • Develops documentation to purchase commodities and/or vendor services.
  • Manages, monitors, and evaluates contractor performance and addresses issues or deficiencies.
  • Complies with applicable standards, policies, procedures, and regulatory requirements.
  • Provides guidance and mentorship to expand professional knowledge and enhance technical skills.
  • Maintains and enhances knowledge in technological advancements through professional development and technical training.
  • Reports directly to a Supervisory BESS, and in the absence of the Supervisory BESS, reports to a Supervisory Biomedical Engineer.
  • Receives direction and minimal guidance from the supervisor or designee. Completed work is reviewed for overall technical adequacy and conformance with VHA procedures and practices.
  • Meets the needs of all customers while supporting the Medical Center and Service missions. Consistently communicates and treats customers (patients, visitors, volunteers, and all Medical Center staff) in a courteous, tactful, and respectful manner.
  • Provides the customers with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately.
  • Provides care and/or services appropriate to the age of the patients being served, and which is appropriate to the cognitive; emotional, and chronological maturation of the patient.
  • Assesses data reflective of the patient's status and interprets the information needed to identify each patient's requirements relative to their age-specific needs and to provide care needed as described in the services' policies and procedures.
  • Takes into consideration age-related differences of the various veteran populations with this institution.
  • The incumbent must demonstrate the knowledge of the changes associated with aging and possess the ability to provide care/support based upon age-related factors. Ensures staff receives training in these categories.
  • The incumbent is sensitivity to the special needs of all patients in respect to age, developmental requirements, and culturally related factors must be consistently achieved.
  • Protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policy, and VHA guidelines.
  • Protects the data from unauthorized release or from loss, alteration, or unauthorized deletion.
  • Follows applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the computer access agreement that the employee signs.
  • Demonstrates infection control practices for disease prevention (i.e. hand washing, universal precautions/isolation procedures, including TB requirement/precautions).

Qualifications

Basic Requirements

  • United States Citizenship : Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Candidates will not be appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written & spoken English
  • Education, Experience, or Certification
    • Associates or higher degree in the biomedical technology or biomedical engineering field; OR
    • Associates or higher degree in electronics, a field of information technology, or engineering (other than biomedical engineering) AND 1 year of creditable experience; OR
    • Completion of the Department of Defense (DOD) biomedical equipment technician training program OR
    • Completion of a DOD training program in repair and maintenance of electronic systems or information technology AND 1 year of creditable experience; OR
    • Completion of a biomedical engineering technician or Healthcare Technology Management (HTM) certificate program that included an internship or apprenticeship; OR
    • Completion of a biomedical engineering technician or HTM certificate program that did not include an internship AND 1 year of creditable experience; OR
    • Hold or having ever held certification as a Certified Biomedical Equipment Technician (CBET), Certified Radiology Equipment Specialist (CRES), Certified Laboratory Equipment Specialist (CLES), or Certified Healthcare Technology Manager (CHTM).

Grade Determinations

Biomedical Equipment Support Specialist, GS-11:

  1. Experience: One year of creditable experience equivalent to the next lower grade.
  2. Knowledge, Skills, and Abilities (KSAs): In addition to the experience above, the candidate must demonstrate the following KSAs:
  3. Knowledge of standards including National Fire Protection Association (NFPA), Food and Drug Administration (FDA), the Joint Commission (TJC), and the Association for the Advancement of Medical Instrumentation (AAMI) for safe operation of medical equipment and clinical systems.
  4. Skill in using test and calibration equipment including digital multi-meters, electrical safety analyzers, defibrillator analyzers, patient simulators, manometers, tachometers, and Local Area Network (LAN) analyzers.
  5. Skill in interpreting a variety of technical data including schematic drawings and wiring diagrams.
  6. Skill in applying networking principles, such as Access Control List (ACL), Transmission Control Protocol/Internet Protocol (TCP/IP), and Virtual Local Area Networks (VLAN).
  7. Ability to perform advanced testing to troubleshoot
