Vehicle Services Assistant Director

The Vehicle Services (VS) Assistant Director is responsible for supporting the VS Director in managing the VS areas of DVS and serve in the VS Director's capacity in their absence. VS is comprised of the following DVS programs:

Title and Registration Program. This program administers the entirety of the vehicle registration lifecycle from cradle to grave. As the largest revenue generator for DVS, this program is adept at processing large volumes of transactions, all while ensuring that the system of record is accurately updated. Dealers Program. DVS is responsible for licensing dealerships and for routine audits of those dealerships to ensure compliance with applicable federal and state laws. Vehicle Inspections Program. This program directly serves the public by helping customers understand the requirements to properly register their vehicle. A critical step in that process is the VIN inspection and those are conducted at one of our brick-and-mortar sites located throughout Minnesota. IFTA/IRP Program. Commercial vehicles that conduct business in multiple states have their registration taxes and fuel taxes collected and distributed based on the respective utilization. This program directly supports that commercial vehicle business domiciled in MN by collecting and remitting those taxes to the appropriate bodies.

This position will support the VS Program Director in all facets of VS program management, to include but not limited to, strategic planning, operational management, policy development, legislative implementation, regulatory compliance, budget management, and organizational management. The VS Assistant Program Director will be directly responsible for the VS program's operational management, regulatory compliance, and legislative implementation, and will escalate to the VS Program Director as needed.

The Department of Public Safety is unable to provide sponsorship for work visas. Applicants must be eligible to work in the United States at the start of employment. DPS does not participate in E-Verify

Minimum Qualifications

To be considered for this position, applicants must demonstrate:

Three (3) years of proven leadership and supervisory experience managing operational teams and direct reports

At least one (1) year in a professional or managerial role with demonstrated ability to motivate and inspire employees, delegate tasks effectively, and manage conflict

Experience interpreting and applying state and federal laws, rules, and regulations

Background in regulatory compliance, audit participation, and legislative implementation

Ability to work cooperatively with individuals from diverse backgrounds and underserved communities

Management experience must include:

Coaching and mentoring supervisors and managers

Strong communication and problem-solving skills across all organizational levels

Building and maintaining positive relationships with internal and external customers

*A bachelor's degree or higher in Business, Management, Organizational Development or closely related field may substitute for one year of required experience

Preferred Qualifications

Strategic planning experience translating agency goals into tactical plans

Experience collaborating with MN.IT, other state agencies, and external partners

Advanced analytical skills in policy development, performance tracking, and compliance strategy

Demonstrated success in process improvement, standardization, and change management initiatives

Prior experience in public sector operations

Familiarity with union contracts and labor relations in a government setting

Knowledge of industry best practices, trends and emerging technologies

Physical Requirements

Very Light: Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
