This position is in Region 5, Enforcement and Compliance Assurance Division, Water Enforcement and Compliance Assurance Branch, WECA Section 3. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.
Responsibilities include planning, organizing, and directing the activities of the organizational unit goals and objectives to ensure compliance with legal and regulatory requirements and meet customer needs. Exercise supervisory personnel management responsibilities to advise and provide counsel regarding policies, procedures, and directives of management for employee development. Represent the organizational unit and Agency to explain policy and procedures, resolve significant problems, and determine appropriate actions of impact for establishing, developing, and maintaining effective working relationships. Serve as a technical advisor and assistant to the Second-Level Supervisor on issues pertaining to compliance and enforcement practices and policies. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

Qualifications include specialized experience and/or directly related education as described below. To qualify for the GS-14 level, you must have 1 year of full-time specialized experience equivalent to at least the GS-13 level defined as performing inspections, administrative or judicial case work, and ensuring compliance through enforcement related to safe drinking water; addressing and resolving complex technical problems associated with the impacts on water quality and the environment. You will need the following competencies in order to perform the duties of this position successfully: Environmental Laws and Regulations. Technical Knowledge (Related to Position). Compliance and Compliance Inspection.
