Supervisory Facility Operations Specialist
The Supervisory Facility Operations Specialist position is in Engineering Service with VA Boston Healthcare System. This position is located at the West Roxbury, MA campus. This position is full-time at 40 hours per week.
Responsibilities include:
- Developing, managing, and executing a comprehensive facility operations program.
- Serving as the senior technical authority for facility operations in a 1A complexity medical center.
- Directing, coordinating, and overseeing work of outside agencies, architects, engineers, planners, and contractors.
- Prioritizing and assuring timely, economical accomplishment of construction/modernization projects.
- Interviewing and selecting candidates for positions within the unit.
- Evaluating performances and conducting performance appraisals.
- Managing and administering leave programs, vacation, and time cards.
- Responsible for facility master planning to provide a safe, secure, reliable Environment of Care.
- Assurance of compliance with applicable codes, regulations, standards criteria, and sound professional facility operations judgment.
- Evaluating and assessing facility long-range facilities needs.
- Exercising substantial delegated authority over facilities operations, resources and priorities.
- Maintenance and repair infrastructure of all medical and administrative service buildings, patient residences, and commercial/industrial support structures.
- Resolving minor complaints from employees referring group grievances and more serious unresolved complaints to a higher level supervisor or manager.
- Investigating, reviewing, planning and advising on various unusual, controversial, or technically difficult problems or conditions.
- Approving and coordinating day-to-day construction phasing plans and construction activities as they relate to the maintenance of the Environment of Care - continuity of operations.
Work Schedule: Monday - Friday 7:00 a.m. - 4:00 p.m.

Qualifications include:

- Supervisory Facility Operations Specialist, Series 1640 Individual Occupational Requirements Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. OR Experience: Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other @type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

Physical Requirements: The work requires the incumbent to carry a good deal of equipment (50lbs) and involves walking, standing, bending, crawling during surveys. Protective devices and equipment must be worn as required by the hazard of incidence. Incumbent is required to work at different sites of the medical center or at locations designated by the VA Boston Healthcare System.
Work Environment: Work is usually performed in offices, meeting rooms, or similar settings. Many positions involve travel, including the normal everyday risks and discomforts of auto, bus, rail, and air transportation. However, the incumbent may be required to wear personal protective equipment (PPE) when visiting construction sites where there are physical hazards such as falling objects, tripping, electrical shock, burns, dust debris, noise, chemicals and other physical and environmental hazards.
