This position exists to manage the MnDOT Value Engineering (VE) Program as required by 23 Code of Federal Regulations (CFR) 627 - Value Engineering and be involved in all phases of the program; to ensure that VE studies are performed on all projects that meet the federal requirements; to prepare and submit annual VE reports to FHWA; to advise and assist the district project managers in planning for VE studies; to conduct regular meetings with district VE liaisons; to provide leadership in the implementation of VE recommendations and in the evaluation of VE recommendations and Value Engineering Change Proposals (VECPs) so that best practices or standards can be adopted; to act as a liaison between the designers and FHWA; and to promote Value Engineering statewide through continuous education and outreach.

Minimum Qualifications
Licensure as a professional Civil Engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience, and Interior Design (AELSLAGID). (If obtaining licensure through Comity, a temporary permit from AELSLAGID must be provided to MnDOT HR prior to starting employment.)
AND
Three (3) years of post-registration engineering experience at the Engineer Senior level (or equivalent) that demonstrates all the following:
Experience with design, construction and maintenance of highways sufficient to manage the Value Engineering Program.
Experience with value engineering principles to apply to roadway projects
Communication and leadership skills sufficient to facilitate group discussions, foster agreement, and drive the adoption of shared approaches, best practices or standards
Preferred Qualifications
Experience in value engineering studies.
