Requirements Analyst - Technology Services

Our services impact EVERY Montanan! To be the nation's most citizen oriented, efficiently administered, state tax agency. The Montana Department of Revenue administers almost 40 state taxes, property appraisals, liquor laws, and unclaimed property for the state of Montana. The Property Assessment Division manages Montana's property tax laws, including the valuation of all taxable property for property tax purposes.

DUTIES Job Overview: This position resides in the Technology Services Division of Department of Revenue. Duties include working closely with department management to analyze and evaluate business processes, facilitating enterprise projects, determine stakeholders needs, identify desired outcomes, quantify processes, and communicate process results. This position is responsible for assisting the department in becoming more efficient, effective, and transparent through requirements management, testing support, and developing a culture of continual improvement. The position does not supervise other staff.

Key Responsibilities Include:

  • Conducts requirements gathering sessions with stakeholders, ensuring comprehensive documentation and alignment with business objectives.
  • Defines business opportunities, develops initial work scopes and business cases, and identifies responsibilities and stakeholders to support enterprise solutions.
  • Performs requirements analysis and documentation using established best practices and standards.
  • Manages the requirements process, including elicitation methods, coordination of requirements information, estimation of activities, change management, prioritization, and traceability.
  • Produces high-quality, actionable requirements by facilitating meetings, communicating business problems, eliciting technical and stakeholder input, capturing and reviewing requirements, and ensuring completeness.
  • Organizes and prioritizes requirements, develops necessary models, determines assumptions or constraints, and validates requirements to ensure they meet business needs.
  • Supports structured testing activities, including defining test plans, test scenarios, and acceptance criteria, coordinating user acceptance testing, and tracking test results and defects to ensure solutions meet documented business requirements.
  • Prepares and contributes to project status reports, documents lessons learned and helps archive project records and tools to support continual improvement and future projects.

Documentation and Communication

Compiles and presents business requirements documents (BRD) to stakeholders, incorporates valid changes, and obtains sign-off. Ensures requirements are understood and actionable by all project stakeholders, resulting in successful solution delivery.

Working Conditions:

  • Work hours may exceed 40 hours from time to time, including weekends.
  • Office environment.
  • Lifting is infrequent, less than 15 pounds.
  • Some travel may be required, must have a valid driver's license.

REMOTE/TELEWORK: This position may be eligible to work from an approved worksite; however, the successful candidate must be a primary resident of Montana as a condition of employment. This position would be required to report to the Department of Revenue office assigned by the supervisor. Employees must meet and sustain Department of Revenue telework eligibility requirements and supervisor's approval to participate in the DOR Telework Program. Full-time teleworking is not available.

Training Assignment: This agency may use a training assignment. Employees in training assignments may be paid below the base pay established by the agency pay rules. Conditions of the training assignment will be stated in writing at the time of hire.

EDUCATION / EXPERIENCE The above competencies are typically acquired through a combination of education and experience equivalent to:

  • Bachelor's degree in business systems analysis, business management, business administration, economics, information systems, or another related field.
  • Two years job-related work experience, which should include business analysis and process improvement activities.
  • Preferred training in business analysis.
  • Other combinations of education and experience will be evaluated on an individual basis.
