DOD Cyber Excepted Service Position

This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with U.S. Cyber Command, J7 Force Development Directorate, J74 Training Capabilities Division, Office of the J7 (T12) located at Fort Meade, Maryland.

Responsibilities:

  • Manages a team of 20 military and civilian personnel and approximately 100 contract staff.
  • Ensures efficient allocation of resources to achieve organizational goals while maintaining fiscal responsibility and meeting expenditure rate targets.
  • Responsible for leading and managing training support operations on the Persistent Cyber Training Environment (PCTE) platform for cyberspace operations forces, Geographic Combatant Commands, partners, and other stakeholders.
  • Oversees 24/7 helpdesk operations, range engineering support, content management, and mission rehearsals and exercise support across all three classification domains.
  • Ensures the effective execution of cyber training, exercises, and mission rehearsals to support the readiness of USCYBERCOM, cyberspace operations forces, cyber national mission forces, service cyber components, and other organizations.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by:

  • Operating within the Persistent Cyber Training Environment (PCTE) platform for cyberspace operations forces.
  • Planning, directing, organizing and exercising control over supervisory and non-supervisory employees performing cyber-related duties.
  • Serving as a subject matter expert to monitor requirements and plan or develop cyberspace-related training.
  • Assisting in monitoring an operational budget and contract expenditures to support mission objectives.
  • Coordinating with internal and external stakeholders to negotiate and resolve programmatic and/or operational issues.

Education: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Direct Deposit of Pay is required. Must be able to obtain and maintain a TOP SECRET SCI security clearance with counterintelligence scope polygraph exam. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program dated 15 February 2023. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
