Job Overview
The Nursing Operations Manager is responsible for assessing, planning, implementing, and evaluating the health needs of individuals served by Homeward Bound, ensuring optimal health outcomes through exceptional nursing care and service coordination. This position directly supervises Nurse Case Managers, RNs, LPNs, and three Appointment Float DSPs. In collaboration with the Director and Assistant Director of Nursing, the Nursing Operations Manager ensures consistent standards of nursing practice, staff performance, and quality improvement are upheld across sites.
Nursing Practice & Clinical Oversight
Ensure all individuals served have comprehensive nursing assessments, health plans, and timely medical interventions.
Monitor and support the effective and accurate implementation of physician orders and treatment plans.
Oversee the administration and documentation of medications, ensuring compliance with regulatory guidelines.
Respond to and manage health emergencies, including providing leadership and direction to nursing staff during crises.
Supervision & Performance Management
Directly supervise all assigned RNs, LPNs, and Appointment Floaters across multiple sites.
Provide coaching, mentoring, and regular performance evaluations to nursing staff.
Monitor shift nurse staffing schedules and assist with overtime control.
Manage schedules, approve timecards and time-off requests for Nurse Case Managers and Appointment Floaters.
Monitor delegated tasks to unlicensed staff to ensure safe and effective practice.
Promote a culture of accountability, teamwork, and clinical excellence.
Quality Assurance & Compliance
Monitor documentation and health records to ensure compliance with DHS licensing, ICF/IID standards, HIPAA, and other regulatory requirements.
Participate in and conduct audits and reviews to identify gaps and implement corrective action plans.
Collaborate with the Director of Nursing and Assistant Director of Nursing to assess ongoing quality of nursing services and maintain consistency across sites.
Review and revise health care plans quarterly and annually as needed.
Training & Development
Identify training needs and collaborate with the Training Department and Assistant Director of Nursing to deliver ongoing education and skills development for nurses.
Conduct onboarding and clinical orientation for new nurses.
Conduct or support training for medical protocols, documentation systems (e.g., Therap), and emergency response.
Serve as a resource and subject matter expert on Homeward Bound's nursing practices and protocols.
Teamwork & Communication
Maintain effective communication with the Director of Nursing, Assistant Director of Nursing, Program Leadership Team (PLT), IDT members, program staff, families, and external health providers.
Serve as RN On-Call on a rotating basis.
Participate in admissions, discharges, and care transition planning.
Represent nursing perspectives in interdisciplinary meetings and leadership discussions.

Support strategic nursing initiatives and continuous improvement efforts in alignment with organizational goals.
Demonstrate strong clinical judgment and foster a proactive, solution-oriented work environment.
Promote consistent and high-quality service delivery through hands-on leadership.

Requirements
Active RN license in Minnesota (required).
3+ years of nursing experience, preferably with individuals with developmental disabilities.
2+ years in a nursing leadership or supervisory role.
Current CPR and First Aid certification.
Valid Minnesota Driver's License and clean driving record.
Strong clinical judgement, communication skills, and ability to lead multidisciplinary teams.
Able to travel locally and respond to emergencies across sites.
