This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

This position is temporary and includes full state fringe benefits; the position is expected to last around eighteen (18) months.

As an Immigration Legal Services Specialist, you will serve on a team responsible for policy analysis, policy development, program development, and administration of Resettlement Programs Office (RPO) initiatives implemented through contracts with community partners.

The incumbent in this position will work closely with an Immigration Law Specialist (immigration attorney) to develop and effectively implement strategic investments of state and federal dollars administered by the Resettlement Programs Office for immigration legal services statewide. In this role, the incumbent serves as a policy and program specialist supporting statewide collaborative programming assisting Minnesota residents to secure work authorization and progress on a pathway to becoming U.S. citizens and works closely with funded community partners to support successful and effective program implementation.

Responsibilities include but may not be limited to:

Support policy development on Refugee Social Service and New Americans programming, with a particular focus on immigration legal services.

Serve as program specialist related to development of statewide immigration legal service access.

Serve as program specialist for immigration legal services projects and programming.

Serve as program liaison for external stakeholder engagement related to immigration legal services access, opportunities and systems.

Minimum Qualifications

Two (2) years' experience in policy analysis or a related role.

Experience must demonstrate:

Policy analysis and evaluation.

Research, writing, and analytical skills.

Experience in strategic planning, program development, or project management.

Knowledge of Federal and state policies, regulations and laws related to Resettlement Program Office initiatives.

Experience using automated software systems and computer programs such as Microsoft Office Suite products (Outlook, Word Excel, Teams, PPT, etc.) or similar software.

Preferred Qualifications

Experience with regulations and policies relating to Minnesota state government data practices, contracting and administrative law.

Knowledge of refugee resettlement process, locally and/or nationally.

Experience working in an immigration law setting or RPO-funded immigration legal services programs.

Experience in evolving policies, resources, community needs, and client populations to advance innovative initiatives targeting immigrant communities.

Experience planning and facilitating public meetings and dialogues.

Lived refugee or immigrant experience.

Variety of experiences working effectively with others from different backgrounds and cultures.
