Human Resources Representative - Payroll

Under direction, performs highly responsible, complex, and confidential payroll functions. Cross trained to provide backup coverage for timekeeping, benefits and other Human Resources functions as needed. Initiates and prepares payroll vouchers for submission to the Comptrollers Office for processing payroll warrants each pay period, verifying adherence to all pertinent policies, rules, standards, guidelines, and processing criteria. Prepares letters, memorandums, reports, graphs, etc., for supervisors/managers, employees, attorneys, auditors, etc. Organizes and assists with preparing supplemental payrolls. Provides employees with workers compensation information for completion. Attends and/or participates in various internal/external meetings, seminars, etc., concerning payroll administration, i.e., deferred compensation, retirement, group insurance, vehicle income usage, software training, etc. Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications Requires knowledge, skill and mental development equivalent to completion of four years of college. Requires one (1) year of professional experience, preferably in human resources, or satisfactory completion of an approved training program.

Conditions of Employment Requires the ability to pass Illinois Gaming Boards background investigation (background check). Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid drivers license. Requires proof of current automobile insurance. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends. Must comply with the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board, or spouse or immediate family member living with such person shall, during State employment, hold an ownership interest, other than a passive interest in a publicly traded company, in any gaming license under the Illinois Gambling Act, the Video Gaming Act, the Illinois Horse Racing Act of 1975, or the Sports Wagering Act. Must comply with the Illinois Gambling Act: No person shall be employed to serve the Board who is, or whose spouse, parent or child is, an official of, or has a financial interest in or financial relation with, any operator engaged in gambling operations within this State, or any organization engaged in conducting horse racing within this State. Must comply with the Illinois Gambling Act: For the one year immediately preceding employment, an employee shall not have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Horse Racing Act of 1975. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

Preferred Qualifications Prefers one (1) year of recent experience utilizing timekeeping, payroll and group insurance systems, processing and preparing payroll vouchers, reconciling timekeeping and group insurance reports. Prefers one year experience with State of Illinois policies and procedures relating to timekeeping, payroll, group insurance and human resources. Prefers one (1) year experience working with Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, departmental policies, and procedures. Prefers one (1) year of professional experience dealing with a high volume of information and sorting information into like categories. Prefers one (1) year of professional experience reading and assimilating information and data and recalling with a reasonable degree of proficiency. Prefers one (1) year of professional experience articulating human resources administration information in descriptive terms to others not versed in personnel systems. Prefers one (1) year of professional experience presenting facts clearly both orally and in writing. Prefers one (1) year experience using Microsoft computer system
