Senior Technical Safety Advisor

The incumbent serves as a DOE/NNSA Senior Technical Safety Advisor, who is assigned direct responsibility for activities impacting the safe operation of defense nuclear facilities including managing technical programs and associated resources, and providing assistance, direction, guidance, oversight, or evaluation of contractor technical activities.

Responsibilities As a Senior Technical Advisor, you will:

  • Initiate, plan, monitor, and conduct reviews and assessments of the NNSA environmental safety and health program management and performs independent analysis to evaluate technical issues related to safety.
  • Provide expert technical advice to the FOM/DFOM on matters of importance in DNFSB recommendations and evaluate the adequacy of NNSS responses to Board issues.
  • Identity, describe, and oversee the technical direction that the nuclear facility safety programs must take to achieve program objectives, and continually appraises and evaluate the current programs to determine if objectives can be met or recommend other options (approaches when warranted).
  • Serve as the Price-Anderson Amendments Act (PAAA) Coordinator for enforcement of Nuclear Safety Rules.

Requirements Conditions of Employment:

Qualifications:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN-IV or GS-15 equivalent.

Specialized experience for this position is defined as experience executing the following (must meet 3 out of 5):

  • Having direct responsibility for activities impacting the safe operation of defense nuclear facilities.
  • Performing oversight of nuclear operations, including authorization basis documents, principles of conduct of operations, Integrated Safety Management Systems, and/or startup/restart of nuclear facilities.
  • Managing safety and health technical programs and providing assistance, direction, guidance, oversight, or evaluation of contractor activities.
  • Initiating, planning, monitoring, and conducting reviews and assessments of contractor safety and health programs.
  • Performing independent analysis to evaluate technical issues related to safety and health programs.

Education:

Basic Requirements:

  • Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
  • Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
