As an integral part of the Iowa Workforce Development, an Employer Liability Specialist (ELS) of the Account Management team, will assist employers to establish, maintain, and terminate accounts that aid all of Iowa in Unemployment Process. It all starts here.
Employer Liability Specialist
Description of Work
Setup and maintain Iowa Unemployment Insurance tax accounts in accordance with the Iowa Employment Security Law, rules and policies.
Determine liability for all Iowa employers to pay unemployment tax in accordance with Iowa code. Investigate change in business ownership to determine liability of the successor employer.
Explain the effects of successorship to both the predecessor and successor so they know their legal position in regard to the reserve fund balances, changeability for future benefits, and in some cases the possibility of successor liability for predecessor indebtedness.
Maintain a working knowledge of State and Federal Employment Security Law in order to confer with employers, accountants, attorneys, legislators, and agency personnel regarding the Iowa Employment Security Law via ACD line and email.
Appear as a representative for the Iowa Workforce Development to verify legal points of law and/or supply facts related to liability determinations that are being appealed by the employer. May testify at the administrative, district court and grand jury hearings to present facts and evidence concerning agency employer investigations.

Minimum Qualification Requirements
Graduation from a four year accredited college or university supplemented by four semester hours of accounting course work, and one year of financial auditing, tax collection, or related experience.
OR
an equivalent combination of education and experience substituting one year of financial auditing, tax collection, or related experience for one year of required minimum education with a maximum substitution of four years.
OR
an equivalent combination of education and experience substituting one year of financial auditing, tax collection or related experience for four semester hours of the required course work.
OR
employees with current continuous experience in the state executive branch that includes experience equal to nine months full-time work as an Accountant/Auditor 1.
