This position is located at district headquarters in Roseville and has the flexibility to work in the office or a hybrid schedule that includes in office and teleworking time. If working a hybrid schedule, the incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.
The Office of Advancing Equity is seeking an Engineering Specialist to lead construction contract administration, inspection, and compliance activities on roadway, ADA, and equity-focused projects. This position will serve as the Chief Compliance Specialist for the Office of Advancing Equity's small business opportunity programs, providing expert guidance on maintenance and construction contracts, equity delivery methods, requirements and compliance oversight.

Minimum Qualifications
Three years of experience at the Transportation Specialist level (or equivalent) that demonstrates:
Working knowledge of contract documents, construction practices, and procedures related to highway roadway and ADA construction projects
Knowledge of negotiated maintenance contract procedures and ability to inspect work per state statutes.
A valid Class D driver's license
Preferred Qualifications
Contract administration experience on roadway and ADA construction projects.
Supervisory or leadwork experience, including motivating, training, and resolving conflicts with staff and contractors.
Experience delivering training to diverse groups, including tribal and local partners.
Knowledge of equitable contracting methods, programs and experience increasing participation of small and disadvantaged businesses.
Certifications in: Grading & Base, Bituminous Street I & II, Concrete Field, Signal & Lighting, Erosion Control/Site Management, and ADA Construction.
Experience as Chief Inspector on roadway and ADA construction projects.
Knowledge of MnDOT policies, procedures, and specifications.
