The incumbent employee of the Florida Department of Health in Baker County works to protect, promote and improve the health of all people in Florida through integrated state, county, and community efforts. This is a highly responsible position that reports directly to the Health Officer to ensure all DOH business functions are in line with DOH policy. The Accounting Services Analyst A will assist with all aspects of fiscal operations and must be able to adhere to deadlines strictly, have excellent customer service skills, be well organized, and have professional demeanor, this position is based in Baker County.
Accounts Receivable: Responsible for coordinating the daily cash collection of County Health Departments. Prepares all deposits for Baker County to include Clinic, Environmental Health, Vital Statistics, and miscellaneous receipts. Verifies the daily cash receipts and summaries by program; codes all transactions. Ensures County Health Department's cash receipts are deposited timely and accurately to the Department's Trust Fund. Transfers deposit information to the CHD consortiums for entry into FLAIR. Scans deposit documents for electronic filing system for easy retrieval and submission to Controller's office upon request. Also maintains electronic files for Credit Card deposit for payments received. Prepares any entries necessary to move revenue to appropriate Level 4 and Level 5's. Uses state computer systems -- FLAIR, FIS, FIRS, RDS, PALM, HMS-- designed to assist with accounting functions. Processes any cash receipt items subsequently returned to BCHD for insufficient funds. Work with other county health departments to ensure all journal transfers are coded properly and processed timely.
Purchasing Approver / Agent: Serves as Purchasing Agent for FDOH-Baker ensuring compliance with DOHP 250-9-14 (BDOH - Bureau of General Services, Purchasing). Functions as the fiscal approver within the AOD procurement system. Reviews all purchases in AOD before forwarding to purchasing department at DOH Flagler. Provides updates to L4 manager's on purchasing requirements. Reviews purchases to ensure all requirements met, attachments included, etc before approving. Acts as in-house resource for AOD for those responsible for ordering, approving, and receiving within the system. Coordinate and prepare documentation for incoming and outgoing employees to receive a Purchasing Card (Pcard), after all appropriate training is completed. Request updates to Pcard during emergency activation. Reviews and updates AOD end-user list. Ensures new staff receives access and training in AOD. Assists staff in the close-out procedures for those no longer responsible for working within AOD.
Accounts Payable: Accounts payable, including preparation of refunds for Baker County Health Department. Review and process all FDOH-Baker vendor incoming invoices submitted to the Department for accuracy, completeness, and compliance with the departmental rules and procedures and for budget availability. Prepares and codes invoices for payments and transfers to consortium CHD for entry into FLAIR within 3 days of receipt Or using AOD when appropriate. Scans vouchered payment documents for electronic filing in CHD's in-house electronic filing system for easy retrieval and submission to comptroller's office upon request. Maintains ledgers and logs needed for tracking accounts payable. Researches problems with orders, invoices, vendors, credits. Performs all accounting functions in the compliance with Section 215.422, Chapter 3A-24 of the Florida administrative Code (Prompt Payment Law) and DOH accounting procedures manuals, policies, and financial memoranda. Acts as P-card (Works) approver. Monitors the detail for each encumbrance and processes certified forward annually. Uses state computer systems-FLAIR, FIS, FIRS, RDS, and Ariba on Demand (AOD), WORKS, Axiom Pro-designed to assist with accounting functions.
Assists with budget planning, monitors and adjusts encumbrances. Prepares a variety of fiscal reports in FDOH and State of Florida web portals.
Completes monthly cell bill verification.
Contract administrator for DOH- Baker
Attends staff trainings/meetings to enhance knowledge, skills and abilities as they relate to duties and responsibilities. Maintains professional development through job-related lectures, seminars, online trainings, teleconferences, etc.
Completes EARS within established timeframes. Performs other duties as assigned.

Valid driver's license
