Project Closeout and Analytic Specialist - Facilities & Services

Responsible for providing technical expertise for the financial closeout process of capital projects in the owner's project management software. Responsible for data analytics, creating and generating reports for individual capital projects, capital maintenance planning, and other reports with the portfolio of capital projects. Responsible for providing input and making improvements to business processes related to project financial closeout and data analytics.

Collaborate with department staff to manage and provide technical expertise for the financial close-out process for completed projects, ensuring all financial transactions are reconciled and documented to ensure compliance with financial policies and guidelines.

Communicate with vendors, departmental contacts, finance and project staff to ensure all financial closeout documentation is accurate, complete, and compliant with company policies.

Finalize project tracking and complete project data collection in the owner's project management software.

Prepare project financial closeout reports, including project details and final accounting summaries.

Develop familiarity with the data-driven processes and data of the project management area of Project Delivery including project tracking software, facilities databases, and planning inputs.

Develop understanding of organizational needs and other factors including new data sources, reporting tools, data availability and quality, etc.

Improve processes and improve access to and the meaningful representation of information

Critically evaluate information gathered from multiple sources, decompose high-level information into details, abstract up from low-level details to general understanding, and distinguish user requests from the underlying true needs.

Perform process analysis and data-needs analysis and develop requirements (with an emphasis on agile methodology).

Participate in development of enhancements or solutions (architect data structures, build forms, create reports, etc.) to a level appropriate to time, skill, and available resources.

Serve as a subject matter expert regarding capital project data collection, reporting and analytics.

Write process and reporting documentation to support process improvement and data reporting needs.

Assist in supporting and training staff in understanding the supporting software and data architecture.

Other related duties as assigned.

• Bachelor's degree.

• A total of three (3) year (36 months) in education, training and/or work experience in project management and/or financial closeout.

• Experience in data analytics reporting.

• Work experience in IT-related functions for construction project management or a closely related field, such as hardware/software support, programming, network design, network engineering, IT systems integration.

• Proficiency in data analysis tools, Microsoft Excel, and financial management software (e.g., SAP Business Objects, Oracle, etc.).

This is a 100% full-time Civil Service Project Closeout and Analytic Specialist position, appointed on a 12-month basis. The expected start date is as soon as possible after April 13, 2026. The budgeted salary range for this position is $60,000.00 - $72,000.00.
