Data Engineering Manager

Organization's Summary Statement: This position is available within the University of Maryland's Division of Information Technology (DIT). The Data Engineering Manager will lead a team responsible for designing, building, and maintaining robust, scalable, and secure data platforms to support enterprise data needs. This role will oversee the development of data pipelines, integration solutions, and data management frameworks that enable analytics, business intelligence, and institutional reporting. The ideal candidate will bring a strong background in data engineering and modern cloud data architectures, and a passion for collaborating with partners and stakeholders to ensure our data solutions support diverse university systems and needs. The Data Engineering Manager will play a key role in shaping the university's data strategy, ensuring data quality and accessibility, and fostering a culture of engineering excellence and continuous improvement.

Specific duties for this role:

  • Lead and manage a team of data engineers, providing guidance, mentorship, and performance management.
  • Design, implement, and maintain enterprise data pipelines and data platforms that meet business and technical requirements for reliability, scalability, and performance.
  • Collaborate with business stakeholders, data consumers, and IT teams to understand data requirements and deliver solutions that support analytics and reporting needs, ensuring alignment with data governance, security, and compliance standards (e.g., FERPA).
  • Establish and promote best practices for data architecture, data modeling, ETL/ELT development, data quality, and data governance.
  • Ensure data platforms comply with organizational policies, security standards, and regulatory requirements.
  • Oversee technical projects from conception through delivery, including project planning, prioritization, and resource allocation.
  • Drive continuous improvement efforts and a culture of innovation to enhance the data ecosystem for the university.
  • Manage the lifecycle of data infrastructure, including cloud platforms, databases, data lakes, and related technologies.
  • Partner with platform and software teams to align data engineering strategies to create robust standards and shared overarching IT roadmaps.
  • Develop documentation, standards, and frameworks to promote consistency and maintainability of data assets.

This position is considered essential and may be required to work at the normal work location or an alternative location during a major catastrophic event, weather emergency, or other operational emergency to help maintain the continuity of University services.

Physical Demands: Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.

Preferences:

  • Experience developing data pipelines and solutions using Python and SQL.
  • Experience managing cloud data platforms (e.g., AWS, Microsoft Fabric, Databricks, Snowflake) in an enterprise environment.
  • Experience planning and executing major platform upgrades and data migrations with minimal disruption to business operations.
  • Strong understanding of security, compliance, and governance.
  • Experience using Jira or similar tools for project and work tracking.

Minimum Qualifications:

Provide technical and team leadership and ensure all development work adheres to established standards and meets customer requirements. Complete Root Cause Analysis documentation for any failures that impact production systems. Produces clear documentation of the systems being managed for all levels of leadership; peer through executive. Oversees projects to successful completion, ensuring prompt customer service, staff management and skill development, instituting the appropriate security controls, processes, and best practices to ensure compliance with State and University System audit requirements. Manages a team of professional and support staff. Other duties as assigned.

Education: Bachelor's degree from an accredited college or university. Experience: Five (5) years of professional experience supporting the operations, maintenance, and administration of information technology infrastructure. Including at least two (2) years of technical team and personnel management experience. Other: Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.

Please note that all positions within the Division of Information Technology (DIT) have an in-person component with expected time in our College Park, MD location per week. Telework is not a guaranteed work arrangement.
