Reporting to the Manager, Human Resource Services, this position is responsible for providing professional advice and guidance to the Town's people leaders with respect to strategic, operational and corporate HR considerations in order to optimize Town service offerings and sustain a high level of employee engagement. The Advisor provides guidance to employees with respect to policies and procedures. This role provides a senior, strategic level of generalist knowledge as well as maintains the ability to support, advise, recommend and execute best practices in a core/specialist area of HR or business expertise.
Major Job Responsibilities:
Guide and support managers in creating high functioning work units using organizational structure, talent management and development, workforce planning and organizational strategy.
Provide recommendations regarding the daily management of staff and the application of HR policies, procedures, collective agreements and legislation.
Provide insight and guidance into leadership strategies that will maximize corporate performance such as talent management, development, compensation systems, health, safety and wellness, recruitment, recognition, retention and continuous improvement.
Investigate, analyze and assess issues and incidents, making recommendations to hiring managers and department heads in determining outcomes and course of action.
Advise and assist hiring managers in identifying the division needs and how to resource them.
When employment related, make recommendations regarding the appropriateness of positions and applicable terms and collaborate on conditions, expectations and job offers.
Coordinate the attraction, recruitment and onboarding process to ensure hiring practices are in line with legislation and that the Town presents itself as an employer of choice.
Counsel managers in matters of employee relations and legislative application, performance management, labour relations, harassment, discrimination, intimidation and investigation.
Oversees Illness, Disability and WSIB internal and external processes.
Use specialist expertise to develop, oversee, monitor trends and continuously improve HR subject areas.
Education & Experience:
Post-secondary degree/diploma in Human Resources, Industrial Relations, Organizational Behaviour or Business Administration.
Minimum of five (5) years of progressive experience in human resources, preferably in a Business Partner or advisory capacity.
CHRP designation; CHRL is an asset.
Experience in delivering programs related to total compensation, health, safety and wellness, talent acquisition & development, employee/labour relations, HRIS and analytics, organizational development or change management.
Experience utilizing an HRIS, Workday preferred.
Sound understanding of, and an ability to convey, applicable legislation and regulations governing the practice of human resources (i.e. Employment Standards Act, Human Rights Code, Labour Relations Act, Occupational Health & Safety Act, Workplace Safety and Insurance Act, Accessibility for Ontarians with Disabilities Act).
Strong facilitation, coaching, problem solving and conflict resolution skills paired with a positive outlook.
Proficiency with technology, HR analytics and information management.
