Development Services Manager
Town of Apex invites applications for the position of Development Services Manager. Expected hiring range: $84,926.40 - 104,020.80. Work location: 73 Hunter Street, Apex, NC 27502 USA. Schedule: Monday-Friday, 8am-5pm. Posting closing date: September 13, 2025 at 7pm.
What you will be doing:
Performs complex organization wide policy setting and management. Performs a variety of technical and supervisory administrative and program support activities managing the Town's development services division and serving as project manager for the town's development review process. This position reports to the Director of Transportation and Infrastructure. Requires little or no direction on work subject only to policy or strategic guidance. Supervision is exercised over subordinate personnel.

- Manages all operations of the development services division; provides guidance and ensures successful operation. Manages and directs the activities of the development services division support staff. Hires, supervises, counsels and evaluates subordinate personnel; assigns and reviews work, and serves as a member of the transportation and infrastructure department's management team. Designs and implements comprehensive policies and procedures to ensure timely, responsive and accurate service is provided to the architecture, engineering, development, construction and building community. Compiles and analyzes budget data and departmental productivity data; graphs data for town manager's report to council. Manages the division budget and business plan and approves expenditures for the division. Provides research and input into the development of ordinances.
- Manages and coordinates the process for the technical review committee (TRC) for review and approval of development project submissions from site/civil construction plans to final town acceptance of public infrastructure; ensures project phasing meets the required ordinances; reviews rezoning plans, conditions and documentation for compliance with town ordinances and procedures; enters comments arising out of discussions in TRC. Meets with applicants or developers in pre-application meetings and the TRC to discuss the town's construction plan submittal, review, and approval processes and the requirements for completing development projects; assists developers, contractors and others with information on the development process; advises on permitting requirements. Tracks projects; ensures TRC members complete reviews; discusses additional plan revisions needed on final review sets with engineers and developers; assures appropriate signatures are received on final construction plans.
- Manages the town's bonding program. Responsible for over $70 million in financial guarantees (bonds) protecting the town's infrastructure during construction and the developer warranty period. Makes decisions about whether to require bonds and appropriate language of the bond documents to cover the town's interests; ensures that bonds do not expire; negotiates directly with bonding companies and banks regarding language and terms of the bonds; approves bond releases; prepares collection documentation; works with town attorney on bonding and various policies to ensure the town's ability to collect on claims.
- Reviews site/civil construction plans to determine if permits or agreements are required by the town, the state or other agencies; notifies applicants of requirements; reviews state permits and agreements to determine if additional work is required; ensures revisions are made to plans prior to construction plan approval. Reviews construction plans to determine if water or sewer extension permits will be required; notifies developers/engineers; reviews applications for completeness and ensures proper calculations are attached; maintains database of permits and reports on permits issued. Reviews plans for potential encroachments. Manages/oversees the process for preparation of encroachment agreements for town council review and approval; coordinates signing and recordation between developer/homeowner, town administration and legal department. Reviews construction plans to determine if fee-in-lieu of construction is required; ensures that estimates are reviewed and approved, and that fee is paid prior to approvals. Reviews approved plans for construction items; oversees calculation of inspections fees; and payment of invoices. Ensures that development services, water resources, and electric fees are collected and accounted for according to town policies.
- Reviews all plats and commercial certificate of occupancy (CO) requests. Ensures that all development services, water resources, parks & recreation, electric, and public works & transportation requirements have been met to the satisfaction of the town prior to giving approval for plats to be recorded and/or for buildings to receive CO's.
- Administrator for town wide electronic plan review system (IDT plans); coordinates the use of technology in the development review process; programs the application work flows and system processes directly in IDT plans; provides on-going technical support and training to staff and customers using the system.
- Performs related tasks as required.
What you'll need:
Position requires an associate's degree and eight (8) years of experience, or an equivalent combination of education and experience.
