Reporting to a Manager leading one of the practice areas, the Community Services Coordinator (CSC) is responsible for working in TCHC communities to initiate, promote, implement and coordinate a range of tenant programs and services. CSCs bring a broad range of knowledge and experience to this position and are assigned to different work teams or practice areas based on the needs of tenants and the communities.
What you'll do:
General Responsibilities:
- Play a lead role in promoting the needs and interests of tenants and ensure these interests are integrated in the planning, development and implementation of local plans to support healthy, engaged and inclusive neighbourhoods;
- Identify service gaps not currently filled by stakeholders and providers. Develop opportunities to bridge these gaps through partnerships and linkages with community based agencies, social services, private sector and other stakeholders;
- Work across business units as a champion and integrator, problem solver and in-house resource available to support shared outcomes and cross functional priorities;
- Accountable for meeting quantifiable targets that support the locally developed plans and corporate strategies;
- Develop work plans, regular reports, updates and evaluations documenting partnerships, programs, and case coordination;
- Provide information, data and expertise on an as needed basis and participate in the development of corporate strategies, programs and initiatives as required;
- Utilize existing tools and develop a variety of new tools to support evidence-based decision making and to monitor the effectiveness of strategies and programs;
- Provide leadership and guidance to student interns as well as part time front line workers who assist in delivering local programs;
- Promote human rights principles, recovery principles and an anti-oppression framework that advances TCH's human rights and equity policies;

Specialized Responsibilities - Tenant Engagement and Community Development:
- Build an understanding of the local community, emerging issues and opportunities by developing a composite picture of TCHC, neighborhood demographics, conducting environmental scans, identifying community assets and needs and developing and participating in community networks, coalitions and local planning and information sharing forums;
- Promote tenant leadership and tenant skills development in adults and youth and support the advancement of local informal and formal tenant organizations with mandates to connect neighbours and contribute to their communities. Skill development includes youth leadership, governance, financial management, planning, conflict resolution and partnership development;
- Support and engage tenants to implement tenant-led participation systems which include; Tenant Associations, council development, Tenant Directors and elected representative systems;
- Promote tenant employment and job skills development by encouraging participation, designing, implementing and supporting programs as well as fostering partnerships with organizations whose mandate is to deliver skills training, scholarships, internships, employment matching, financial literacy and related skills;
- Create strategic linkages with local employment partners such as agencies, local business and industrial associations, the private sector, key TCHC departments, self-employment and social enterprise organizations to provide a variety of economic opportunities for youth and under/ unemployed tenants in TCHC communities;
- Develop and implement programs and strategies tailored to local needs and target populations, including seniors and youth-related partnerships with tenants, community-based organizations, social services agencies and the City. Develop proposals and assist other community based groups in developing funding proposals;
- Facilitate and maintain local partnerships, including programs operating in Toronto Community Housing amenity space;
- Act as a resource in providing guidance and expertise on matters relating to child/youth services, community and economic development, tenant engagement, human rights and equity, local partnership development and social justice;
- Advocate with and on behalf of all tenants including young tenants, staff and other stakeholders using community development approaches on issues and for changes that affect the values and strategies of the CMP especially with regard to youth engagement and participation, economic opportunities for youth, service quality, tenant participation and anti-racism;
- Facilitate and animate meetings, community processes and forums. Work in a local staff team to facilitate the resolution of specific site or building community issues such as maintenance, safety and communication through meetings, task groups, training programs, etc.;
- Support, advocate and make recommendations regarding policies, programs and other local issues impacting the community;
- Effective collaboration with Revitalization team in Revitalization communities;
- Ensure referrals are made to the appropriate internal partner, team member or agency best suited to vulnerable tenants or families in crisis;
- Support team members on a regular basis to ensure tenants' needs are being met using a holistic manner;
Specialized Responsibilities – Tenant Support:
- Facilitate support for tenants who are at risk of losing their home or who require additional supports to achieve stability and maintain their housing;
- Coordinate third party service provision from a broad range of health and social service providers to ensure timely and quality services including but not limited to case management, crisis intervention, home care, housing support, counseling and peer support programs;
- Connect high-needs tenants from all walks of life to services and supports, with a particular focus on tenants living with mental illness or addictions, individuals with a history of homelessness, isolated seniors and adults with special needs;
- Work with building management and other Toronto Community Housing staff to provide input into activities that strengthen housing stability and help troubleshoot and develop problem-solve strategies for engaging tenants whose behaviours or unit condition impact their households and their neighbours;
- Develop partnerships and opportunities for enhanced or on-site support services provided by third parties in buildings, especially those with high numbers of vulnerable tenants;
- Conduct regular conferences with staff and partner agencies and ensure agencies adhere to agreed upon schedules and/or service standards;
- Liaise with providers and community agencies to track individual and aggregate tenant progress;
- Encourage tenant participation in community, social and recreational activities;
- Promote and support the principles of Toronto Community Housing's Mental Health Framework, including principles of hope, recovery, inclusiveness and the promotion of successful tenancies;
What you'll need:
- Post-secondary education or equivalent experience in social work, counselling, community development, health services or other relevant field;
- Progressive experience in case management, social work, health promotion, program delivery or coordination and/or community development;
- Experience in conducting community and individual needs assessments and joint planning, initiating and managing projects;
- Proven experience in facilitating group planning and developing strategies, initiating and managing projects and coordinating committees;
- Experience in coordinating services with teams of stakeholders, including tenants;
- Experience with partnership development, management and evaluation, partners and staff;
- Experience with case management in relation to housing an asset for the tenant support practice;
- Direct experience in a supportive housing, personal support, or community-based health setting an asset for the tenant support practice;
- Extensive knowledge of a broad range of social, health and community services;
