Director Of Energy Services

The Opportunity Alliance is hiring a Director of Energy Services in our Energy Services Department. The Energy Assistance Program helps qualified homeowners and renters in Cumberland County supplement home heating and energy costs. Benefits include assistance with fuel costs, emergency fuel delivery and electricity.

The Director of Energy Services is a supervisory and unit production position for the energy programs administered by Energy Services (HEAP, ECIP, and LIAP). This position is responsible for ensuring daily operations, budget management and compliance functions of energy programs management are effectively aligned with available program funding and resources to optimize processes and workflows from initial client contact through the final phase of client service delivery.

The position provides direct supervision and oversight of program staff to deliver program operational components and provide management of resources towards fulfillment of work plan goals. The position attends regularly scheduled and ad hoc Housing and Energy Council meetings.

The Director is a management position of administrative and supervisory nature; responsible for overseeing operations and managing the full range of services program wide.

This position contributes to the accomplishment of the Agency's mission through the provision of:

  • supervising program staff
  • managing program operations
  • working directly with those in need of energy services
  • planning and directing the major activities of the program
  • performing administrative duties – ensuing compliance to work plan, budgeting and expense monitoring overseeing the collection of applicant data
  • conducting on-going evaluation of and improvements in program activities.

The Director position is administrative in nature requiring strong leadership skills working with the VP and adherence to Maine State Housing Authority contracts.

Work is performed, reviewed, and evaluated under the supervision of the Vice President.

Schedule: Full-Time, 40 Hour/Week, salaried position

Location: South Portland, ME

Qualifications:

  • High School Diploma or GED required. Associates Degree preferred and/or 2 years demonstrated technical, operational and supervisory experience required.
  • Strong oral, written and organizational skills and ability to comprehend, organize and incorporate program manuals, regulations, rules and guidelines.
  • Ability to utilize and analyze data and other information to draft and implement program work plans, operational plans and staffing plans.
  • Experience in coordinating with multiple parties including other (leveraged) funding sources, staff and clients. Ability to negotiate and mediate and problem solve among multiple parties. Social Services or experience working with low-income individuals and families.
  • Ability to maintain multiple employee and client schedules and to organize, plan and schedule workload.
  • Ability to learn and troubleshoot mandated program electronic databases.
  • Ability to deal with confidential matters and maintain confidential files, to interact appropriately and with discretion.
  • Demonstrated ability and experience in working with low-income clients.
  • Ability to respond within a fast-paced environment, and to fulfill multiple and concurrent administrative functions.
  • Demonstrated proficiency in Microsoft Office, Outlook, Word and Excel. Ability to operate a photocopier.
  • Contracts that have Rider D: Must be able to successfully pass a criminal background, child protective service check & sex offender check.
  • Must not be on the state or federal suspension and disbarment list.
  • Normal office conditions and must be able to exert moderate physical effort with occasional standing, walking, reaching, stooping, bending, kneeling, crouching, typing and occasionally lifting and carrying material weighing up to 25 pounds.
  • Driving may be necessary to attend meetings and trainings but is not a primary and essential job responsibility.
