In Service Support Certification Officer

Position Summary
As part of the Certification team, the Certification Officer will be responsible to manage the certification activities associated with the Royal Canadian Navy Arctic and Offshore Patrol Vessels (AOPV), Joint Support Ship (JSS) class vessels managed by Thales under the AOPS & JSS In-Service Support (AJISS) contract and Minor Warships and Auxiliary Vessels managed by Thales under the MWAV contract.
The Certification Officer is the main point of contact for the Classification Society surveyor and supports the Service Delivery team with planning and executing the activities associated with Classification Society scheduled surveys and inspections.
The Certification Officer will also advise the Service Delivery team and Engineering team on matters relating to certification requirements for corrective maintenance, planned maintenance and engineering changes.
The Certification Officer is the point of contact for all certification related inquiries associated with the contract and will ensure efficient communication between the various DND departments (Naval Materiel Regulatory Authority (NMRA), the Formation Technical Authority (FTA), Maritime Equipment Program Management (MEPM)), the approved Classification Society and Thales departments (Engineering, Supportability, Service Delivery, Procurement).
Key Areas of Responsibility
- Identifies all re-certification activities (including Classification Society scheduled surveys as well as material re-certification) and ensures they are captured within the Class maintenance program planning tool;
- Develops and/or improves the management processes for the certificates renewal;
- Supports Thales Service Delivery with certification related activities including Classification Society periodic and annual surveys and inspections;
- Maintains a tracker for certification issues on all vessels;
- Develops and maintains a certification deliverable list for the AOPV, and JSS class;
- Provides oversight of certification deliverable list for vessels under MWAV contract;
- Participate in the assessment of Technical Risks associated with Conditions of Class;
- Supports the Engineering team with assessment of certification impact during Engineering Changes;
- Liaises with the Classification Society personnel during surveys and inspections, technical problems and engineering changes that have an impact to Class;
- Coordinates with Class, Ship Staff and Thales Service Delivery to schedule surveys within required time frame;
- Assesses whether new ship defects have an impact to certification and if required, manage their mitigation and resolution;
- Reviews the Captain's Ship Book on a regular basis and ensures that the certificates within are kept up to date and aligned with the Technical Data Package for the ship;
- Serves as point of contact with DND on certification issues.
Minimum Requirements
- Previous experience as a Marine Surveyor with a Classification Society;
- Minimum of five years experience in surveying or maintenance of vessels to commercial or military standards;
- Demonstrated understanding and experience with:
- Classification Society rules and regulations (Lloyd's Register, ABS, DNV) for the Classification of Ships, Naval Ship Classification Rules and Commercial Ship Rules;
- International Association of Classification Societies (IACS)
- International Maritime Organization (IMO)
- International Convention for the Safety of Life at Sea (SOLAS)
- International Code for Ships Operating in Polar Waters (the Polar Code)
Preferred Qualifications
- Familiar with Navy Certification requirements (ANEP 77 Naval Ship Code, etc.);
- Transport Canada Marine Engineer certificate, or military equivalent;
- University degree in a related marine engineering field from a recognized university program;
- Be registered as a Professional Engineer within province of practice.
Physical Demands
- Will be required to undertake inspections in machinery spaces of Naval ships involving bending and twisting;
- Willing to work aloft and in confined spaces on board ships (training to be provided).
Special Position Requirements
- Work Location: Hybrid: Will be required to work from the Thales office (Malahat facility)/Dockyard (about 60% of the time) and home (about 40%);
- Occasional domestic or international travel may be required in support of the ships or the AJISS Enterprise.
- Customer Location Based or Site Visits: Mix of office work and work in dockyards and onboard Naval ships as necessary.
- Personal vehicle/transportation will be required to travel to and from home, warehouse and dockyard.
