Human Resources And Payroll Director

Serves as the state Director of Human Resources and Payroll for the Texas Military Department (TMD). Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves ensuring compliance with all related state and federal laws, managing all aspects of human resources and payroll for the Department to include establishing goals and objectives; developing policies and procedures; establishing priorities, standards and measurement tools for determining progress in meeting goals; overseeing state activities related to state payroll and benefits for Texas Military Forces service members on State Active Duty (SAD) orders; and coordinating and evaluating Human Resources and Payroll program activities. Reports to the Director of State Administration and works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Work Hours: Monday-Friday, 8 Hours a day, 40 Hours a week.

Essential Job Functions And Responsibilities

  • Directs the operations of the human resources program including personnel administration, selection and placement, classification and staffing, employee benefits, employee relations, performance management and staff development.
  • Directs the operations of the state payroll program including payroll processing controls, tax reporting, and financial requirements.
  • Plans, assigns, and supervises the work of the human resources and payroll staff, ensuring efficient workflow and compliance with state and federal laws and regulations.
  • Develops and implements techniques for evaluating human resources and payroll activities.
  • Develops, plans, revises, edits and implements human resources and payroll policies, procedures, handbooks, and forms to be used for all areas of the programs.
  • Identifies the need to revise program areas and monitors compliance.
  • Develops and maintains the agency's workforce plan.
  • Develops and establishes goals and objectives consistent with the agency's strategic plan.
  • Provides direction, guidance, and assistance to agency staff and appropriate supervisors on issues, rules, and regulations related to human resources and payroll.
  • Oversees the maintenance and development of human resources information management systems, payroll system and analysis of human resources and payroll reports and reporting procedures.
  • Collaborates with the Finance Department to ensure payroll and budgeting activities are synchronized.
  • Collaborates with TMD's military/federal personnel department to process pay for service members on SAD orders who are considered temporary state employees.
  • Represents the agency at business meetings, hearings, trials, mediations, legislative sessions, conferences, seminars or on boards, panels, and committees.
  • Develops methods and procedures for gathering, compiling, and analyzing statistical data.
  • Reviews results of special investigations, internal audits, research studies and forecasts, to provide direction and guidance.
  • Reviews and advises on the application of EEO, wage and hour, and other human resources related rules, regulations, and standards.
  • Reviews and advises on the compliance of State and Federal payroll tax laws, and other payroll related rules, regulations, and standards.
  • Assists in the coordination and management of the agency's defense on administrative actions and litigation such as EEOC and unemployment claims.
  • Monitors legislation for impact on human resources and payroll programs and activities.
  • Assists executive management in the bi-annual review, preparation and administration of the agency's wage and salary program.
  • Maintains knowledge of industry trends and employment and payroll legislation and ensures agency compliance.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies procedures manual. May occasionally work evenings, weekends, or holidays.
  • Performs related work as assigned.

Qualifications

MINIMUM QUALIFICATIONS:

  • Education: Graduation from an accredited four-year college or university is required (Substitution allowed).

PREFERRED EDUCATION:

  • Graduation from an accredited four-year college or university with major coursework in human resources management.
