Program Manager

The Program Manager will provide technical and programmatic oversight for the Commercial Internet Services program. This role ensures effective scheduling, resource management, and delivery of the vendor's contractual obligations, focusing on achieving cost efficiency, flexibility, and scalability through a Network as a Service (NaaS) model.

Responsibilities:

  • Manages multiple and/or large programs to ensure that implementation and prescribed activities are carried out in accordance with specified objectives.
  • Manages the work activities for multiple programs to ensure satisfying delivery.
  • Manages the planning, scope definition, design, execution, and delivery.
  • Tracks progress against milestones, budgetary guidelines, or other performance indicators, and prepares reports to senior management.
  • Responsible for managing activities of external consultants and/or vendors.
  • In-depth understanding of the field's concepts and principles.
  • Leads and directs the work of other employees and has full authority for personnel decisions.
  • Supervision may be provided through a team of subordinate supervisors and/or managers.
  • Administers departmental policies and procedures, evaluates results and performance, and assists with the development of new or modified budgets, strategic plans, or policies.

Qualifications:

  • Minimum 10 years demonstrated experience managing large-scale IT or telecommunications programs, including management of programs dispersed across multiple geographically separated locations across the CONUS.
  • Must be a US Citizen - Able to obtain a Public Trust.
  • Strong understanding of WAN technologies and commercial Internet solutions.
  • Proven success in vendor management, contract oversight, and performance monitoring.
  • Bachelor's Degree.
  • Exceptional communication, leadership, and stakeholder management abilities.
  • Proficiency in project management methodologies and tools.
  • Ability to translate technical requirements into actionable program plans and deliverables.

Preferred Qualifications:

  • Experience working on Department of Defense (DoD) or federal government network programs.
  • Master's Degree.
  • PMP or equivalent program management certification.
  • Familiarity with similar large-scale education/training network environments.
  • Strong understanding of Network as a Service (NaaS).
