Human Resources Specialist

The Office of the Governor is looking for a Human Resources Specialist (Human Resources Specialist II) to work in the Human Resources (HR) Division. The Office of the Governor works to build a healthier, safer, freer, and more prosperous future for all Texans. We are located primarily within the Texas State Capitol Complex in Austin.

The salary is $4,583.34 - $4,750.00 a month ($55,000.08 -$57,000.00 a year). Benefits include medical insurance, sick leave, and vacation leave. Also, State of Texas employees are eligible for a defined retirement plan.

This is a job that performs routine (journey-level) human resources management work. Work involves assisting in the administration of human resources management programs (recruitment and selection, compensation, classification, employee relations, and/or benefits). Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

  • Performs administrative, office and/or clerical support duties as assigned within the HR Division.
  • Performs comprehensive recruiting efforts, including sourcing and attracting talent; screening job applications and evaluating their qualifications; and attending job fairs.
  • Processes forms for new hires, including I-9 forms and E-Verify.
  • Requests, processes, and routes service awards and birthday certificates to OOG staff.
  • Tracks and maintains telework forms and driver safety training records.
  • Processes and maintains Outside Employment forms.
  • Generates and processes Personnel/Payroll Action forms in the HR database for terminations.
  • Files documents and maintains files and records, including electronic files.
  • Assists in performing agency switchboard duties - greets visitors, answers general questions, and directs callers to proper staff, logs in visitors and monitors entry doors. Maintains a professional demeanor even in difficult situations.
  • Independently and correctly prioritizes calls and emerging issues to determine when prompt, higher-level OOG follow-up action may be required. Demonstrates sustained knowledge of OOG issues and press releases and matters of public interest.
  • Enters data for divisional reports as approved by Director of Human Resources.
  • Serves as backup for processing job posting requests and posting job vacancies on Work in Texas, the OOG's website, and external job boards.
  • May assist with special projects.

How You'll Qualify - High school graduate or equivalent; and - Two (2) years of professional experience in human resources administration or a related staff services i.e., benefits, compliance, employee relations, recruiting, compensation, training and development, workers' comp, performance management, and change management). Note: Experience and education may be substituted for one another on a year-for-year basis. Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), Society for Human Resource Management - Certified Professional (SHRM-CP), or Society for Human Resource Management - Senior Certified Professional (SHRM-SCP) certification may substitute for two (2) years of experience; or A Human Resources Certificate from a college or university accredited by an organization recognized by the Council for Higher Education (CHEA) or by the United States Department of Education (USDE) may substitute for one (1) year of experience.
