Human Resources Specialist

Perform advanced (senior-level) human resources management work. Work involves assisting HR management in the coordination and administration of HR Service Team (HRST) operations and activities, ensuring compliance with state and federal employment laws and regulations, as well as related Agency policies and procedures. Oversee the work of others. Work is performed under limited supervision, with considerable latitude in the use of initiative and independent judgment.

Essential Duties/Responsibilities:

  1. Serve as first-line Subject Matter Expert (SME) to HR Service Teams, providing direction and technical assistance related to job posting, applicant screening/referring, related CAPPS actions, policy and statute interpretations, Comp Class, etc. Plan, assign, and oversee the work of others, with specific focus on new HRST members.
  2. Audit various logs and reports related to the HR processes, e.g., (a) HRIS Transactions; (b) FACT Clearinghouse; (c) Applicant Tracking System (ATS); (d) TCOLE, and (e) E-Verify. Identify and address discrepancies and trends to ensure consistency and conformity between teams, determine course correction as applicable, and communicate findings using constructive and supportive techniques.
  3. Collaborate with HRST and Comp Class Managers to develop and/or revise HRST Standard Operating Procedures (SOPs), job aids, and forms. Assist HRST and CC Managers with special projects as needed.
  4. Advise and lead HRST members in responding to customers with HR questions/issues; ensure excellent customer service (e.g. timely, helpful, and cooperative) is delivered to the customer whether personally or through team member.
  5. Conduct various HR internal trainings with new and existing team members on new or complex procedural and technical operations, processes, and procedures.
  6. Coordinate and/or facilitate New Employee Orientation (NEO) and Career Fairs for recruiting efforts at headquarters and regional offices.
  7. Assist HR management by monitoring, recommending, and implementing processes to improve workflow efficiency, productivity, customer service, quality assurance, and compliance with applicable laws and regulations.
  8. Assist in developing methods and procedures for gathering, compiling, and analyzing statistical data; ensure the accuracy and timeliness of data entry by team members.
  9. May serve as backup to HRST Managers when necessary.
  10. Attend work regularly and observes approved work hours in accordance with agency leave and attendance policies.
  11. Perform other duties as assigned.

Qualifications:

General Qualifications and Requirements:

Education - Graduation from an accredited four (4) year college or university with major course work in human resources management, business or public administration, organizational development, or a related field is preferred.

Experience - Minimum five (5) years comprehensive experience in human resources, of which two (2) years must be with DPS HR Service Teams.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification - SHRM or HRCI Certification in Human Resources (e.g., CP; SCP, PHR, SPHR) is preferred.

If driving is required, must possess a valid driver license from state of residence.

Regulatory knowledge - Knowledge of human resource management principles and best practices; and Federal, state, and local laws, statutes, and regulations related to human resources (employment law). Agency record retention systems. Understand and effectively apply a wide variety of rules, regulations, policies, and procedures involved with employment practices and processes to ensure that application, selection and employment processes are accurately carried out and correctly documented.

Technology - Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.

Interpersonal Skills - Must be cognizant of audience and able to exercise professional discretion when faced with any challenges, and assistance provided must utilize effective leadership and communication styles.

Organizational and Prioritization Skills - Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness, or professionalism.

Presentation/Communication Skills - Must be able to construct and deliver clear, concise, and professional presentations and/or communications to a variety of audiences and/or individuals. Must be able to conduct training applying constructive and supportive methods and a professional communication style.

Research and Comprehension - Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail - Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships, and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and/or Remote/Telecommuting Work - Availability for after-hours and weekend work may be required. This position may have the ability to telecommute based on the needs of the division/agency.
